Qualifications of Firm- 15% <br />2. Ability to Meet System Requirements: 40% <br />3. Project Approach: 25% <br />4. Cost: 20%, <br />The application of these criteria occurred through two stages., written proposal evaluation and <br />demonstration evaluation. <br />
