It also is admitted that streets are built and main- <br /> tained for the movement of traffic, and not for the stora�e of vehieles. <br /> Parking is a privilege and nQt a right, and is permitted only for the <br /> conveniEn.ce oP matorists wishing to stop long enough to transact busi- <br /> ness. If this is true of parking alor�side the curb, out of the direct <br /> Iane of moving traffic, it most certainly is also trus of double park- <br /> ing. , <br /> Anotner objrious Yact but one frequently o�rerlooked in seeking a solu- <br /> tio;� ta the double parkin� probl�n is that cars are. double parked for <br /> tne most part simply because there is no room for them to be parked a- <br /> longside the curb. The sub-committee does not believe this is because <br /> there is not su�'ficient space alongside the curbs of our business dis- <br /> tricts to accommodate reasonable and convenient par;�in� facilities,but <br /> rather because too many vehicles are permitted to monopolize the spaces <br /> intended for those wishing to use the parking spaces properly. �n this <br /> basis, theref ore, the �om�.nittee submits the fbllowing program, believ- <br /> ing it to be the only solution available under present circumstances <br /> and conditions: <br /> l. Maintain an exact and constant enforcement of the oft'icial time.lim- � <br /> �t restrictions on parking. <br /> This is thA first and fundamental step, a�d must be made continuous <br /> in order to prevent recurrence of this problem in the f�ture. The' <br /> difficulty of eareful checking of time zones in accordance with �_. <br /> tneir egact time requirements can be overcome by sta�gerin� assign- <br /> ments of patro�hen� irregularly; i.e. ; chec�ing streets at unannounced <br /> intervals sufficiently often to make the risk of disobedience a de- <br /> terrent. The success of this policy depends, of course_,- upon strict <br /> adherence to a t'no-fi.x" handling of tickets. <br /> 2. Vrhen the rigid enforcer�ent has con�nued long enough to produce more <br /> available curb space, an additional survey of the problem should be <br /> made. <br /> � . Conditions at that time, probably in about five or six weeks, will <br /> be considerably di�ferent, as was demonstrated in �outh Bend a year <br /> ago. <br /> 3. At this time also the program should include notice by tne p�lice <br /> department to all companies operating lig ht delivery trucks that <br /> their vehicles must be parked at the curb when deliveries are be- <br /> ing made. The drivers also can be warned of this ordinance by of- <br /> ficers. After a fair warning period of 10 days to two weeks, ac- <br /> companied by suitable publicity, strict enforcement of the double <br /> parking law cnn begin. If the time limits are enforced, the volume <br /> of double parking violations should not be of' troublesone size. <br />
