Scope of Work and Cost Proposal for Beck's Lake NPLILaSalle Park Area <br />August 6, 2018 <br />Page 3 of 8 <br />Task 3 - Soil Management Plan Implementation and Waste Soil Disposal: <br />An EPA -approved Soil Management Plan (SMP) is currently in place for construction <br />activities specifically associated with the expansion of the Charles Black Recreation <br />Center located in a six -acre portion of the southwest corner of the LaSalle Park property. <br />The soil disturbance activities covered under the existing SMP include installation of <br />building footers, utility trenches, removal of pavement, and installation of dry wells and <br />connection piping via trenches. An SMP Addendum is currently under review by the EPA <br />for select construction activities across the entire Beck's Lake/LaSalle Park property. The <br />activities addressed by the SMP Addendum include; demolition of an old pavilion and <br />construction of a new pavilion, removal of an old slide and installation of a new slide, <br />installation of two drinking water fountains, installation of an irrigation system for the <br />soccer fields, and several landscaping activities across the park. Each of these activities <br />will involve soil disturbance. As part of the SMP Addendum (as with the existing SMP), <br />during soil disturbance, the atmosphere in the work zone will be monitored for dust due <br />to the potential for various contaminants of concern to be inhaled by the construction <br />workers. Should soil disturbance result in visible dust or the dust monitor is triggered by <br />a threshold exceedance, dust control measures will be implemented. <br />In addition, any soil that is removed from the ground must be stockpiled and secured <br />onsite pending offsite disposal arrangements. Soil samples must be collected for waste <br />characterization analysis at a rate of one sample per each 500 cubic yards accumulated. <br />It is estimated that 800 tons of stockpiled soil will need to be properly disposed (costs of <br />which are included in the task cost estimate). All backfill material must be verified as <br />clean based on laboratory analysis. <br />Task 4 - General Consulting Services: <br />Where appropriate and as requested by the Project Coordinator, costs have been <br />included for JPR personnel to provide professional services related to on -going tasks <br />where select JPR staff have prior site -specific experience on an as -needed basis as <br />assigned by the Project Coordinator following approval of the PRPs to assist with various <br />activities including on -going and future deliverables per the project schedule, SMP <br />Addendum finalization, and field and analytical data interpretation. <br />SCHEDULE <br />The Project Coordinator, acting on behalf of the PRPs, will determine a date for <br />implementation of the field services. It should be noted that prior to such date (minimum <br />of48 hours), Indiana Utility Services must be contacted as required by Indiana Law for the <br />locating of existing member utility service lines. Upon mobilization, JPR anticipates <br />completion of the waste delineation will require two days of Geoprobe work; pending <br />circumstances beyond our control (i.e. obstructions, collapsing borehole, non recovering <br />
