REGULAR MEETING AUGUST 17.2011 42 <br />She was instrumental in bringing the community oriented policing concept to South Bend. <br />She served on the Board of the Community Oriented Policing Leadership Council, and served as the <br />Chair of the Neighborhood Safety Committee of that organization, aiding communication between <br />the South Bend Police Department and members of the community for the benefit of all. <br />She further served as the Chairperson of the South Bend Volunteers of Public Service by <br />coordinating the efforts of the volunteer citizens to perform such tasks as directing traffic and <br />providing security for events such as the Sunburst Marathon and various parades. <br />She was the Volunteer Coordinator for the Citizen's Police Academy, helping that <br />organization to meet its goals educating the public about all of the activities which the Police <br />Department participates and the problems that it may face. In this role, she led the Citizen's Police <br />Academy in strongly advocating the adoption of the City's false alarm ordinance. <br />She was responsible for organizing the appreciation dinner for police officers and firefighters, <br />an event which continues and is appreciated to this day. <br />Furthermore, from 2005 until her untimely death last month, she was a member of and served <br />as Chairperson for the Board of Public Safety of the City of South Bend, setting policies for and <br />helping to administer disciplines for the South Bend Police Department and Fire Department. <br />She also served as a foster parent and performed many other tasks to help others, not the least <br />of which was giving everyone she met a big and sincere hug. <br />BE IT FURTHER RESOLVED that Juanita M. Martin, Clerk <br />ACCEPT AND APPROVE RECOMMENDATION OF POLICE SELECTION PANEL <br />Upon a motion by Ms. Vasquez, seconded by Mr. Miller and carried, the recommendation of Police <br />Chief Daryl Boykins and the Police Selection Panel, that Darrin Shane Tucker and John Michael <br />Comeau be accepted for employment as probationary police officers with the South Bend Police <br />Department for a probationary period of one (1) year, beginning August 17, 2011 was approved. <br />SWEARING IN OF POLICE OFFICERS <br />- Darrin Shane Tucker <br />- John Michael Comeau <br />Mr. John Voorde, City Clerk, was present and administered the Oath of Office for the swearing in of <br />the above officers. The Board of Safety joined Chief Boykins in congratulating the newly sworn in <br />officers and wishing them well in their endeavors with the South Bend Police Department. <br />ACKNOWLEDGE PROMOTION TO CAPTAIN — SCOTT RUSZKOWSKI <br />In a letter to the Board, Chief Boykins informed the Board that Lieutenant Scott Ruszkowski was <br />promoted to the rank of Captain in the Uniform division effective August 17, 2011. Chief Boykins <br />stated in his letter that Lieutenant Ruszkowski was appointed to the Police Department on March 29, <br />1989. On July 28, 1989 he was assigned to the Third Detail Uniform Division as a Patrolman. After <br />three years of service, on March 29, 1992, he was promoted to the rank of Corporal in the Uniform <br />Division. On September 28, 1992, he was selected as a K9 handler and was promoted to Sergeant in <br />
