Circulation <br />Map 6 illustrates the major vehicular circulation routes that serve and define <br />the boundary of the Development Area. Traffic count averages for each of <br />the arterial and major collector streets that serve and define the Development <br />Area are presented in Table 1. <br />1. South Bend Avenue (State Road 23) is one of several diagonal <br />corridors radiating from the city's center. South Bend Avenue <br />originates at Hill Street to the southwest and terminates at Cleveland <br />Road in Mishawaka. Within the project area, South Bend Avenue <br />coincides with a length of State Road 23 from Eddy Street to <br />Twyckenham Drive. This section of South Bend Avenue functions <br />as a principal arterial, carrying an average of 15,500 cars per day. <br />West of Eddy Street, South Bend Avenue carries an average of <br />10,010 cars per day. <br />2. Angela Boulevard/Edison Road is a principal east -west arterial that <br />carries an average of 19,863 cars per day. Angela Boulevard, which <br />originates on the west bank of the St. Joseph River, changes in name <br />to Edison Road at Notre Dame Avenue. East of U.S. 31, Angela <br />Boulevard and Edison Road front the southern edge of the University <br />of Notre Dame campus and delineate much of the City's northern <br />corporate boundary against that of Notre Dame. <br />11 <br />
