V. SUB - DISTRICT STRATEGIES & GOALS <br />A. Introduction <br />The sub - district strategies and goals listed below reflect the general <br />conditions and goals of the individual project sub - districts as they exist in <br />the Spring of 2003. Many planned improvements and projects will occur <br />within the overall project district and the sub - district plans will have to be <br />monitored and adjusted as the plans for the sub - districts change or as <br />new opportunities present themselves to staff, the Commission and the <br />City. <br />In a general sense, the goal of each of the sub - districts is to create an <br />environment that encourages and accommodates new commercial <br />development opportunities. The goal of all new development in the larger <br />South Side Development Area will be to scale the projects to a human <br />scale and work to create a "pedestrian friendly" environment. At the same <br />time, attention will given to upgrade the vehicular circulation patterns and <br />infrastructure in conjunction with each new development project. As the <br />Erskine Hills Shopping District develops, project area themes will be <br />realized through planned landscaping projects, district and attraction <br />signage, pedestrian pathway systems and development standards for new <br />projects that will help to create this new human scale shopping district. <br />In a more localized scale, work will be done to facilitate redevelopment <br />and new development within the three sub - districts of the South Side <br />Economic Development Project District. These three sub - districts are the <br />hub of the Erskine Hills Shopping District and through site redevelopment, <br />planned landscaping projects, city gateway and attraction signage, and <br />pedestrian and vehicular system improvements, this district will step -up <br />and be a catalyst for the growth and redevelopment of the larger SSDA <br />project area. <br />The following three sections will provide some basic information about <br />each of the sub - districts including a general description of the sub - district <br />boundaries, a list of some of the sub - district challenges and opportunities, <br />and some general goals for the sub - district. A more detailed sub - district <br />plan could be prepared in the future to address future goals, objectives <br />and development plans for these sub - districts. <br />19 <br />
