B. Erskine Village Sub - District <br />This sub - district is generally described as the commercial area and <br />adjacent property located southeast of the intersection of Miami Street <br />and Ireland Road. The sub - district is centered on the Scottsdale Mall <br />property but also includes the Fairington Apartments residential <br />development and some single residential units south of the Bypass. The <br />mall, in its present configuration, consists of a two -story structure with <br />over 750,000 square feet located in the center of a 60 acre parcel. The <br />proposed re -use and redevelopment of the site includes the total <br />demolition of the mall building with the construction of a major power <br />center on the southern side of the site, a cluster "village -like" development <br />on the northwest corner of the site and continued outlot development on <br />the edges of the site. <br />The major challenge with the redevelopment of this site is the demolition <br />and site work that will be required for the proposed Erskine Village <br />Shopping Development. Also, because the mall still has businesses <br />located in it, the project will have to be phased over a period of time. Two <br />other challenges to development on this site include the large overhead <br />power lines and related tower units along the southern side of the mall site <br />as well as the lack of an interchange at Miami Street and the Bypass. The <br />power line relocation issue is in -study at this point to determine a new <br />alignment path from the eastern edge of this site to the substation located <br />southwest of the Michigan Street and Bypass interchange. The <br />interchange issue is also in -study with a variety of design options in <br />review. The purpose of including the Fairington Apartments development <br />and properties located on Miami Street was to allow for infrastructure <br />upgrades that might be related to the development of an interchange. <br />There are three reference maps and one reference table for this sub- <br />district. Map 5 details the boundary area of the sub - district. Map 5A <br />details the tax identification numbers for each parcel within the sub- <br />district. Map 513 and Table 3 detail the owner and tenant information for <br />the plaza and outlot buildings. <br />Sub - District Goals: <br />Stabilize retail market area along Ireland Road and Miami Street <br />Facilitate and coordinate the redevelopment project at the <br />Scottsdale Mall property <br />Relocate overhead power lines and related tower units to allow for <br />maximized mall site redevelopment <br />20 <br />
