In the Spring of 2002, the St. Joseph County Commissioners and the City <br />of South Bend Department of Community & Economic Development <br />prepared and was awarded a brownfield site assessment grant from the <br />Indiana Department of Environmental Management (IDEM) to study the <br />Fitterling Landfill property. The grant allowed the financial resources to <br />prepare a Phase 1 and 2 environmental investigation of the property to <br />determine the potential for its reuse as a commercial development site. <br />III. PROJECT AREA STRATEGY <br />A. Guiding Principles <br />The South Side Development Area is based on the following set of <br />guiding principles: <br />• The public sector's actions must be catalytic in nature in order to <br />spark private sector investment and reinvestment. The private <br />r sector investment must include activities in the industrial, <br />commercial, and residential portions of the area. <br />• The public sector's actions must be holistic in approach — physical <br />redevelopment and revitalization activities must be integrated into a <br />social, economic, and organizational agenda for action. <br />• The public sector's actions must be based on a true partnership <br />between and among private sector entities, such as private <br />businesses, financial institutions, neighborhood organizations, and <br />community and civic institutions. <br />• The long term success of this plan will require private sector <br />leadership and the commitment of businesses, neighborhoods and <br />institutions. Conversely, public sector plans must be guided by a <br />strategy and action plan that supports empowerment of the <br />neighborhood, business and institutional leadership. <br />The public sector investment must leverage substantial investment <br />by individuals, households, businesses and institutions. <br />• The public sector investment plan must include a variety of funding <br />e, sources — dependence or over - dependence on one public funding <br />source will undercut the long term plan. <br />sw 19 <br />
