South Bend Redevelopment Commission Regular Meeting— December 21, 2001 7. PROGRESS REPORTS (CONT.) Authority for $50,000, of which $40,865 was for a portion of the Phase II Environmental Site Assessment for Area A and $9,135 was for lead based paint sampling at the former Drewry's brewery (grant was approved); in conjunction with the UEZ, submitted a grant application to the Indiana Department of Commerce for $35,000 to fund a portion of the Phase II Environmental Site Assessment for Area A (grant was approved); worked with University of Notre Dame Upward Bound Program on six week study of redevelopment of Studebaker Corridor (students made a presentation of their study to the City Council in September); secured $100,000 for Studebaker /Oliver project from HUD Economic Development Initiative program; secured passage of CREED legislation for Studebaker /Oliver area (This will provide for a CREED district to be established which will allow for collection of increment on sales tax and income tax in the district.); submitted application for Build Indiana funds for Drewry's Brewery environmental remediation (City was funded at $225,000); in conjunction with the Indiana Department of Environmental Management, submitted a grant application to the Environmental Protection Agency for a $100,000 grant for UST field investigation. (Grant application is pending); completed grant applications and received final approval for $1,496,700 of Neighborhood Initiative Funds and $249,450 of Economic Development Initiative Funds; completed Redevelopment Procedure Manual and provided training to redevelopment staff. In the South Bend Central Development Area: completed improvements to the Morris fountain along with installing devices to discourage skateboarding; demolished the C.E. Lee Building; completed the City part of the Crowe project which included returning Wayne Street to two way traffic, 14
