Other <br />(1) continued... <br />The designation of blight is not specific to a <br />property, but to the general conditions of the <br />entire area. The South Side area consists of <br />brownfield conditions and greyfield <br />conditions (specifically related to the <br />Scottsdale Mall property). In the past ten <br />years, development has been extremely slow <br />and there are very few development parcels <br />available. Mr. Schalliol distributed the <br />South Side Development Area Plan to the <br />Commission which consists of an overview <br />of the goals, objectives, history and general <br />conditions of the area. The area is divided <br />into four sub -areas as follows: <br />1) East Ireland Road <br />2) Central Erskine Hills <br />3) South Gateway <br />4) Northern Michigan & Main <br />Commercial Corridor <br />Referencing financial and funding <br />mechanisms, the SSDA will be declared as a <br />TIF allocation area. In addition, the Erskine <br />Hills area will also be declared a Sales Tax <br />Increment Finance (STIF) District. <br />Ms. Greene noted that Resolution No. 1914 <br />is the initial declaratory resolution as <br />contemplated by Indiana Code 36- 7 -14 -1. <br />Assuming the Commission approves <br />Resolution No. 1914, it is then sent to the <br />Area Plan Commission along with the <br />Development Plan for approval by Area <br />Plan.
