Other <br />(1) Commission approval requested for <br />Resolution No. 1914 approving a <br />Declaratory Resolution for the <br />designation of the South Side <br />Development Area (SSDA). <br />Mr. Schalliol reported on the starting of the <br />designation process of the South Side <br />Development Area (SSDA). Resolution <br />No. 1914 and the Development Area Plan <br />must first be approved by the <br />Redevelopment Commission as declaratory. <br />The SSDA will then go before the Area Plan <br />Commission on November 19, 2002, and <br />finally the Common Council. In late <br />IL December approval of a confirmatory <br />resolution would be required by the <br />Redevelopment Commission. The SSDA <br />extends from Ewing to south of the bypass, <br />from the western city limits on Ireland to <br />east of Ironwood. The SSDA is the fifth <br />development area in the City of South Bend. <br />The south side area is being declared a <br />redevelopment area because it meets the <br />statutory requirements for blight. Blighted <br />areas have eight key components which are: <br />► lack of development <br />► cessation of growth <br />► deterioration of improvements <br />► character <br />► occupancy <br />► age <br />► obsolescence <br />► substandard buildings <br />and other factors that impair value or <br />prevent the normal use or development of <br />the property. <br />28 <br />
