The Redevelopment Commission <br />would then adopt a confirmatory resolution <br />which will include a conceptual plan to <br />alleviate blight conditions. A public hearing <br />on the confirming resolution Development <br />Area Plan will also be held at that time. <br />Ms. Greene advised that the finding of blight <br />set forth in the proposed findings and <br />declaratory resolution is not directed at a <br />particular property, but expressed the <br />general condition of the area. Once a <br />development area is declared by way of a <br />resolution, the Commission is then <br />permitted to utilize the development tools <br />that the statute allows, thereby facilitating <br />opportunities for new growth, businesses, <br />jobs and overall improvement in the <br />development area. Resolution No. 1914 <br />specifically sets forth a finding of blight and <br />gives the development area a name, being <br />the "South Side Development Area ". It also <br />approves the South Side Development Area <br />Development Plan, together with all maps, <br />plats and surveys which are included and <br />assures development of the area will be in <br />accordance with the plan presented to the <br />Commission.
