Ms. Greene requested an explanation of <br />what would constitute City assistance. Mr. <br />Schalliol replied financial assistance, land <br />acquisition assistance, new infrastructure <br />assistance and utilities /roadway assistance. <br />Ms. Greene asked if the Plan presented to <br />the Commission provides evidence of the <br />tangible benefits of the redevelopment area <br />to the City of South Bend and its citizens. <br />Mr. Schalliol noted some of the basic <br />tangible benefits will be a revitalized <br />commercial area, higher taxable property <br />through new development opportunities, <br />upgrades in traffic circulation patterns <br />resulting in new industrial opportunities and <br />opportunities for new residential growth in <br />the southern region. <br />Ms. Greene noted a letter was received from <br />the law firm of Schindler and Olson on <br />behalf of Penn - Harris- Madison School <br />Corporation (PHM). In summary, a portion <br />of PHM falls within the proposed Ireland <br />Road TIF District that is being considered as <br />part of Resolution No. 1928. PHM has <br />expressed interest in the proposed TIF <br />District and has a concern with respect to <br />any action that might adversely affect the <br />assessed value, as it would have an impact <br />on their budget and financial planning. <br />PHM is requesting that the Commission <br />keep Schindler and Olson advised as to the <br />progress and plans for the Ireland Road TIF <br />District as it may affect PHM. In addition, a <br />written confirmation of the Commission's <br />understanding that the TIF District would <br />not affect the assessed value for residential <br />development, including single family <br />residences and multi family apartment <br />developments was requested.
