the East Ireland Road sub -area; (2) the <br />cel Erskine Hills sub -area; (3) the South <br />Gateway sub -area; and (4) the Michigan and <br />Main Street Commercial Corridor sub -area. <br />— The Development Plan allows for the <br />designation of an overlay area within the <br />Erskine Hill sub -area for a Sales Tax <br />Increment Finance (STIF) District. <br />— The Development Plan cannot be achieved <br />without the designation of the area as a <br />redevelopment area because of the presence <br />of both "brownfield" and "greyfield" <br />conditions, and because of the existence of <br />blighted conditions. <br />— The Development Plan will allow <br />opportunities for the master planning of <br />traffic circulation, infrastructure upgrades <br />and development, master signage and <br />control, landscaping and site design control <br />and general development planning. <br />— The Development Plan conforms to other <br />development and redevelopment plans for <br />IL the City of South Bend and conforms to the <br />comprehensive plan of the City of South <br />Bend. <br />Ms. Greene asked if, through the course of <br />studies prepared and presented to the <br />Commission, there have been any private <br />developments that would not require the <br />Commission's involvement and if it is <br />necessary for public investment in this area <br />to alleviate the conditions of blight. <br />Mr. Schalliol responded that there are small <br />parcels that may redevelop themselves under <br />private development without City assistance, <br />but due to the general conditions of the area, <br />large development opportunities will require <br />City assistance. The City is currently <br />working with several developers which will <br />require City assistance to facilitate proposed <br />actions. <br />c; <br />
