Resolution No. 1928; and (5) As of <br />10:00 a.m. this morning, no written <br />remonstrances were received. <br />Mr. Schalliol reported that Resolution <br />No. 1928 is the confirming resolution for the <br />South Side Development Area. On <br />November 1, 2002, the Commission <br />approved Resolution No. 1914 which <br />declared the area known as the South Side <br />Development Area to be blighted and <br />Resolution No. 1914 was then approved <br />November 19, 2002 by the Area Plan <br />Commission; Resolution No. 14202 and on <br />November 25, 2002 by Common Council's <br />Resolution No. 3136 -02. Today, staff is <br />requesting that the Commission approve <br />Resolution No. 1928 which is the <br />confirming resolution related to the <br />declaration and establishment of the South <br />Side Development Area. As part of <br />Resolution No. 1928 the Development Plan, <br />IL TIF financing mechanisms, fair market value <br />or conditions for relocation and benefits for <br />relocation will be approved. <br />Resolution No. 1928 includes nineteen (19) <br />Findings of Fact based upon evidence <br />submitted to the Commission concerning <br />declaration of the South Side Development <br />Area as blighted. Mr. Schalliol highlighted <br />several of the Findings of Fact as follows: <br />— There is a substantial presence in the Area <br />of excessive vacant land, abandoned or <br />vacant buildings, old buildings, excessive <br />vacancies, substandard structures and <br />delinquency in the payment of real property <br />taxes. <br />— The Area is blighted and constitutes a <br />menace to the social and economic interests <br />of the City of South Bend. <br />— The Development Plan for the Area <br />delineates for sub -areas to be known as (1) <br />IL <br />
