Other <br />(1) continued... <br />The 1998 "Housing and Community <br />Development Plan" found that 74% of South <br />Bend's housing stock was built before 1960. <br />76% of housing units in the Northeast <br />Neighborhood were built before 1960. <br />Block Group 3 home values are far below <br />the other areas represented, and most are <br />below the City's median home value average <br />of $64,206. <br />Substandard buildings are concentrated in <br />pockets slated for Residential and <br />Commercial redevelopment in the Northeast <br />Neighborhood Development Area Plan. <br />Earlier comprehensive and neighborhood <br />plans have documented the blighting <br />influence of these properties. Repeat <br />building code violations and illegal dumping <br />in this area are prevalent. <br />As an example, in the blocks between <br />Georgiana and Duey Streets in the <br />northeastern quadrant of the Development <br />Area, of 103 lots, 56% are vacant lots and <br />44% have structures. Of the lots with <br />occupied structures, 27% are owner <br />occupied and 73% are occupied by renters. <br />Surveys conducted by South Bend Heritage <br />staff and City of South Bend Community <br />Development staff quantifying code <br />adherence have found a large number of <br />structures in this area to be deteriorating or <br />delapidated. <br />Other factors that hamper normal, private <br />sector -led development include the lack of <br />large development parcels.
