Other <br />(1) continued... <br />neighborhood is populated with a high <br />number of non - family households, which <br />tends to include student populations living <br />singly or in groups, and elderly homeowners <br />and renters living alone. The neighborhood <br />as a whole is statistically near the City <br />average in housing condition and vacancy, <br />but pockets of disinvestment and decay are <br />widely apparent. Census Block Groups can <br />be referenced using the displayed small map <br />entitled "Northeast Neighborhood <br />Development Area Census Tracts." Ms. <br />Hughes presented three Tables illustrating <br />the quality of housing stock in geographic <br />areas of the neighborhood, represented by <br />Census block groups. <br />Table 1 references the occupancy of existing <br />structures; showing the rates of occupancy <br />versus vacancy. Vacancy rates range from <br />8% in Block group 2 to 18% in Block group <br />3. The neighborhood average is about 13 %. <br />Table 2 points to the character of <br />occupancy. Of the occupied structures, <br />owner- occupied housing versus renter - <br />occupied is shown. There are wide <br />discrepancies here. At 70 %, Block Group 2 <br />shows the strongest home ownership among <br />residents, with Block Group 3 showing only <br />38% owner occupancy. <br />Table 3 illustrates the median age of homes <br />in the Northeast Neighborhood and median <br />home value of owner - occupied units. <br />Homes are only slightly older on average <br />than the average housing stock in the City. <br />ElG <br />
