The proposed reconfiguration <br />of the Five Points intersection, in particular, <br />will further this goal. <br />The Northeast Neighborhood Development <br />Area Plan is a general development plan that <br />outlines goals, objectives, strategies and <br />proposed activities aimed at the <br />revitalization of the neighborhood. The Plan <br />is the result of a joint commitment and effort <br />of the City and the institutions and <br />neighborhood residents represented by the <br />Northeast Neighborhood Revitalization <br />Organization. The Plan begins with a <br />history and survey of existing conditions in <br />the Area. The Plan also recognizes and <br />draws from previous Plans that have been <br />done for and by neighborhood residents and <br />stakeholders. <br />Ms. Hughes displayed a map entitled <br />"Northeast Neighborhood Development <br />Area Sub - areas" illustrating the 5 sub -areas <br />that are delimited in this Plan. These are <br />Eddy Street Commercial Redevelopment <br />Area, Georgiana- Talbot Residential <br />Redevelopment Area, Homeownership <br />Preservation Area, St. Joseph Regional <br />Medical Center Redevelopment Area, and <br />Madison Center Housing and Commercial <br />Redevelopment Area. <br />The Northeast Neighborhood Development <br />Area will be declared a Tax Increment <br />Finance allocation area, which will serve to <br />IV <br />
