With the subsequent approval <br />of these bodies, and in consideration of any <br />amendments they may make, a Confirming <br />Resolution will come before the <br />Commission in late December. At that time, <br />a public hearing regarding the designation <br />and the Development Plan will be conducted <br />before for final approval by the <br />Commission. <br />A map was displayed entitled "Northeast <br />Neighborhood Development Area" depicting <br />the proposed boundaries of the area. The <br />Area is approximately 616 acres and extends <br />from the St. Joseph River and Niles Avenue <br />on the west to Twyckenham Drive on the <br />east, and from Napoleon Street and the <br />current South Bend City limits on the north <br />to LaSalle Avenue on the south. <br />There are currently five other Development <br />Areas within the City. For each of these, a <br />Development Plan has been put forth and <br />Tax Incremental Financing has been used as <br />a funding mechanism for creating targeted <br />economic growth opportunities. The <br />Northeast Neighborhood will be considered <br />a Redevelopment Area because it meets the <br />statutory requirements for blight. The <br />designation of blight is not specific to a <br />property, but to the general conditions of an <br />entire area. Indications of blight include: <br />12 <br />
