Other <br />(1) continued... <br />Ms. Greene noted for the record background <br />information related to Resolution No. 2016. <br />The proposed Northeast Neighborhood <br />Development Area is a new development <br />area that the Commission is seeking to <br />establish. Resolution No. 2016 is the <br />declaratory resolution for the development <br />area which is governed by Indiana Code <br />36- 7- 14 -15. The purpose of a declaratory <br />resolution is to declare the area as blighted, <br />such that it is a menace to the social and <br />economic interest of the jurisdiction and its <br />inhabitants. The Commission is also, at the <br />time of the declaratory resolution, asked to <br />declare that the plan for the underdeveloped <br />area cannot be achieved by the normal <br />regulatory processes or the ordinary <br />operation of private enterprise without using <br />redevelopment authority powers, and that <br />the accomplishment of the plan for <br />development of that area would be a public <br />utility and benefit by attracting new jobs, <br />keeping existing jobs, increasing the tax <br />base and diversifying the economic base. <br />Ms. Hughes reported that the resolution is <br />the first step in the process of creating a new <br />Development Area in the City of South <br />Bend. Initiating the establishment of a <br />Redevelopment Area is described in Indiana <br />Code 36- 7 -14 -1. Resolution 2016 and the <br />Development Area Plan, Exhibit A, must be <br />approved by the Redevelopment <br />Commission before being presented to the <br />Area Plan Commission of St. Joseph County <br />C 11 <br />
