South Bend Redevelopment Commission
Regular Meeting —March 5, 2004
G
6. NEW BUSINESS (CONT.)
B. South Bend Central Development Area
(2) Commission approval requested for proposal
for professional services in the South Bend
Central Development Area. (Environmental
Assessment at 209 Colfax Street, Rink
Building)
Mr. Mathia reported that proposals were
requested for preparation of a Phase I
Environmental Assessment for two (2) parcels
of property whose principal address is 209
Colfax Street and is commonly known as the
Rink Building. The property is located in the
South Bend Central Development Area. The
Phase I assessment is required as part of the due
diligence for acquisition of the property. It will
determine the need for any environmental
remediation actions and assist in determining a
fair market value for the property. It is
anticipated that the firm selected to complete the
Phase I assessment would be requested to
complete any additional analyses deemed
necessary. Proposals received are as follows:
EIS Environmental $ 900
Weaver Boos Consultants $1,300
EnviroCorp $1,100
Wightman Petrie $1,200
Roberts Environmental (RES) $ 900
SESCO $1,400
Both EIS Enviromental and Roberts
Environmental submitted the low bid of $900,
and both firms indicate completion of the work
within the desired time frame. EIS
Environmental has previously completed a
Phase I assessment and additional
environmental analysis on Commission owned
G
