As a part of that study they
conducted two surveys of on- and off - street
parking by way of physical observation and
count. Both of those surveys occurred before
certain significant events happened in the
downtown, most notably the demolition of
the parking garage at St. Joseph and
Jefferson Blvd. In addition, new tenants in
downtown buildings have driven occupancy
rates higher. Those rates are expected to go
even higher as the South Bend Community
13
COMMISSION APPROVED THE DOWNSIZING OF
CATERING BY BILLIE TO RETAIL SPACE 1 IN THE
WAYNE STREET GARAGE.
