Other <br />(1) continued... <br />To be eligible, the properties must have the <br />proper insurance and be current on th.ei.r <br />property taxes. They need estimates from at <br />least two heensed contractors for the work to <br />be performed. And, More any work is <br />com .ence 1, the appropriate pem.its must be <br />obtained. Each contractor employed on. the <br />project must submit a certificate of liability <br />insurance. No funds can be disbursed for a <br />grant unless they are purstiant to a mitten <br />contract, so each individual fa ade grant will <br />have its. own contract. And the applicant <br />must agree to hold the City of South Bend <br />harmless and indemnify the city. There is <br />also a listing ofimprovements that are <br />ineligible for the grants. <br />The program terms for each. corridor are the <br />saine, except that for the Western Avenue <br />pro rain there 1s a provision that in certain <br />cases the grant can exceed $20,000. <br />The agreement with the Urban Enterprise <br />Association (UEA) for the Western Avenue <br />program is for $114,000. <br />Mr. I eczl o s i asked how much experience <br />the 'Grin Enterprise Association has with <br />the fa ade grant program. Is this the first <br />time or do they have a track history with it` <br />Mr. Inks responded that this is ncw. At the <br />last Commission meeting we were look mg at <br />establishing some Urban Renewal Areas for <br />Miami St., Mishawaka, Ave. Those plans <br />have been put on. bald. Mr. Inks reminded <br />the Commissioners of his explanation at that <br />
