Northeast Neighborhood Development Area <br />(1) continued.., <br />deterioration of the housing ,stock an <br />depressed housing values; the volatile mix of <br />student rentals and farni y homes; the loss of <br />commercial businesses and the influx of `bars <br />catering to the student clientele; drugs and <br />crime. Despite decades of dedicated effort, <br />the NE C lacked the resources to effectively <br />address these pr hl ms. <br />• The NNRO: Five area institutions — the <br />City of South Bend, the University i of <br />Notre Dante, Memorial Hospital, St. <br />Joseph ,Regional Medical Center, and <br />Madison Center -- recognized that <br />sign�fic r t contribution of resources and <br />effort c be required and in 2000 <br />forined the .northeast Neighborhood <br />.Devitalization Organization, n, o date the <br />NNo institutions hve.fdd over $2.4 <br />million in planning activities and have <br />coordinated the planning efforts that <br />have resulted in the current <br />redevelopment clan. <br />o Neighborhood residents: The NN o has <br />worked closely with the NENC, and both <br />organizations have actively enlisted <br />neighborhood residents to participate in <br />the planning process. <br />The efforts of this NNRQ /NENC /resiclent <br />coalition resulted in a revitalization plan that <br />envisioned seven distinct redevelopment <br />zones: two commercial districts and five <br />residential districts (see attached map). This <br />TIF application proposes to fund <br />infrastructure improvements essential to four <br />of these zones: a mixed-use commercial <br />
