In <br />the long run, the loss of a million plus in tax <br />revenues is much more of an issue as far as <br />the functioning of the city. <br />Mr. Downes stated that with all due respect, <br />he completely, totally, disagrees with Mr. <br />Peczkowski's position. He thinks this is a <br />great use of public money. He thinks it is a <br />very exciting project for downtown. <br />Mr. Downes made a motion to approve the <br />Memorandum of Understanding by and <br />between the South Bend Redevelopment <br />Commission and Key Bank Renovation <br />Project. Mr. King seconded the motion. The <br />vote was four to one. Mr. Peczkowski voted <br />nay. The motion passed. <br />(4) Commission approval requested for <br />proposal for a Phase I Environmental Site <br />Assessment for property located in the <br />South Bend Central Development Area. <br />(KeyBank Plaza) <br />Ms. Laurent noted that staff has solicited and <br />received a quote from Phifer Environmental <br />Services for a Phase I Environmental Site <br />Assessment of the property at 204-206 South <br />Michigan St. in the amount of $1,800. Such <br />a site assessment is part of our normal due <br />diligence in acquiring any property.
