South Bend Redevelopment Commission <br />Rescheduled Regular Meeting -April 5, 2007 <br />6. NEW BUSINESS <br />B. South Bend Central Development Area <br />continue ... <br />making improvements on its block on their <br />nickel. <br />Ms. Laurent responded that the city will be <br />looking at how to design a good, inviting <br />public space. We truly do feel that this is a <br />good use of public TIF dollars. <br />Mr. Peczkowski responded that it's only <br />good because we're able to finagle this sort <br />of deal. We compare it to what happens in <br />Chicago. Well, anything happens in <br />Chicago. <br />Mr. Toothaker noted that the plaza is used <br />more as public space than a private space. I <br />think that's the point. One of the things that <br />will bring the value of our downtown up in <br />general and enable us to move forward on <br />other projects is the curb appeal of projects, <br />the things that happen collectively between <br />public and private investment in downtown. <br />From Mr. Toothaker's perspective, the <br />$400,000 is a pretty minor, ancillary <br />investment compared to the private <br />investment that's being brought to this <br />project. <br />Mr. Peczkowski responded that the cost <br />doesn't stop with the $400,000. We've been <br />told the developers are expecting to receive <br />tax abatement. He feels that, from the point <br />of view of the taxpayers of this town, it is not <br />the business of this Commission to see that <br />CB Richard Ellis or Hinman Company <br />makes a better profit on this deal by <br />22 <br />
