South Bend Redevelopment Commission
Regular Meeting —June 28, 2011
confirming resolution. The staff member
Who was working on the process left for
another job and until recently no one realized
the process had not been completed. She
noted that the guidelines are just that-- -
guidelines. They are general, but they are the
basis for the overlay zoning district that is
currently being considered to be incorporated
into the zoning ordinance. The overlay
zoning district is separate and distinct from
the design guidelines.
Ms. Jones clarified that in developing the
guidelines, the neighborhood was part of the
discussion. Ms. Maradik responded that the
neighborhood was involved as the guidelines
were developed in 2004 and in 2008 -2009
the Northeast Neighborhood Revitalization
Organization, as well neighbors, worked
together to redraft them.
Ms. Jones noted that the Commission will
conduct the public hearing today, as
advertised, but will not take action on
Resolution No. 2109. Instead, the public
hearing will be continued until the July 12,
2011 meeting giving staff time to notify
affected property owners and registered
neighbor associations of the hearing.
Mr. Gibney noted that this is a planning
Process that is approximately a year old. The
design guidelines will assist the Building
Department as it considers future
development in the Northeast Neighborhood
which is a mixed use neighborhood: single -
family, multi - family and retail. The Area
Plan Commission has been part of this
Process every step of the way and has been
very supportive. It will be an extremely
important tool for us as we redevelop other
neighborhoods in the city in the future for all
13
