He felt it is <br />important to understand the context for his <br />remonstrance letter. <br />Ms. Jones opened the public hearing for <br />whoever wished to speak regarding <br />Resolution No. 2 90 1. <br />MR. PHIL BYRD, South Bend Heritage <br />Foundation: I guess I'd just like to comment. <br />And I have two booklets here to pass out <br />which are the guidelines. The key word is <br />guidelines. This is not an ordinance, this is <br />not anything other than "suggested <br />guidelines," standards that we would hope <br />that future developers would look at and <br />make some note of as they design and look at <br />development projects in their neighborhood. <br />They are also a part of the zoning overlay <br />that was passed in the last week or two. <br />Upon a motion by Ms. King, seconded by <br />Mr. Downes and unanimously carried, the <br />Commission continued the public hearing for <br />Resolution No. 2901 until 4:00 p.m., July 12, <br />2011. <br />Mr. Varner noted that John Byorni of the <br />Area Plan Commission sent a letter to the <br />Common Council last week in which he <br />specifies that these are guidelines. He asked <br />that Commissioners be provided a copy of <br />Mr. Byorni's letter. Ms. Maradik responded <br />that Mr. Byorni's letter pertained to the <br />overlay district which was already passed <br />and therefore not relevant to the design <br />guidelines.
