City of South Bend <br />William and Lafayette Two -Way Conversion <br />December 7, 2009 <br />Page 3 of 5 <br />2. Obtain and review existing signal timing data for signalized intersections. This <br />information will need to be provided by the City and /or INDOT. <br />3. Existing geometrics of the study area, including number of lanes, auxiliary lanes, turn <br />restrictions, on- street parking, etc. <br />TASK 4 — TRIP GENERATION, TRIP REDISTRIBUTION & TRAFFIC ASSIGNMENT <br />This task will consist of projecting the anticipated redistribution of traffic as a result of changing <br />William Street and Lafayette Blvd. from one -way streets to two -way streets. For this analysis, <br />we propose to utilize the previously prepared DLZ study for Main St. /St. Joseph St. /Michigan St. <br />two -way traffic conversion to the extent feasible. <br />It will be important that the City Engineering office participate in reviewing the redistribution <br />analysis prior to completing the detailed analysis of the intersections within the study area. <br />The redistributed traffic information will then be utilized to model traffic projections at the <br />individual intersections to project individual turning movements at each intersection within the <br />study area. This information will be used in several of the analysis items in Task 5. <br />For the purposes of this study, a horizon year of 2025 and an appropriate growth rate will be <br />developed to be utilized for the projected future traffic. This matches the methodology and <br />horizon year used in the previous DLZ study. <br />In addition to the above redistribution, it will be important to incorporate the redevelopment of <br />the future site located north of Coveleski Park. This task will involve projecting new traffic <br />to /from this site and distributing it within the study area. It will be important for the City to aide in <br />a determination of what development will occur on this site. The traffic projected from this site <br />will be added to the future (2025) scenario. <br />TASK 5- ANALYSIS <br />This task will involve the analysis of two scenarios as follows: <br />1. Existing traffic conditions after the two -way conversion <br />2. Future (2025) traffic conditions with two -way conversion <br />Note that no analysis is being proposed for the existing condition of the one -way pair. This <br />analysis could be completed at the City's request, but is not included in the scope of this study. <br />The analysis will be performed at all intersections within the study area for the AM and PM peak <br />periods as determined by the traffic count data. For the analysis, a model will be developed <br />using the Syncho 7 software. The following is a list of analyses that will be performed at each <br />intersection within the study area: <br />1. Capacity analysis, including level -of- service and delay calculations <br />2. Queuing analysis at all approaches to the intersections <br />3. Evaluation and warrant analyses to determine the most suitable traffic control (i.e. traffic <br />signal, 4 -way stop, 2 -way stop) <br />
