City of South Bend—Westem/Wayne Re-development <br /> March 1, 2011 <br /> Page 2 of 8 <br /> collected and analyzed as part of the Fred's Transmission demolition, as residential heating oil <br /> tanks are considered exempt from regulation, and any potentially impacted soils encountered <br /> during the excavation/demolition (principally identified by olfactory senses) were placed on <br /> visqueen for subsequent off-site disposal. <br /> The City of South Bend, as part of the environmental due diligence process in preparation for re- <br /> development, has requested completion of Phase I/II Environmental Site Assessments for the <br /> subject site to identify recognized environmental conditions, as well as obtain data for <br /> confirmation that the subject site does not pose any "excess risk" with regard to residential <br /> development. In addition, the City of South Bend has also requested that all existing utilities and <br /> associated connections to the residential lots be "mapped" in order to support the presentation of <br /> the development to the Regional Planning Commission. <br /> Details regarding the aforementioned requests for Professional Consulting Services, as well as <br /> pricing and schedule considerations are presented in the following sections. <br /> PROPOSED SCOPE OF SERVICES <br /> TASK 1 —PHASE I ENVIRONMENTAL SITE ASSESSMENT <br /> As previously indicated, WP has previously completed Phase I Environmental Site Assessments for <br /> the former Fred's Transmission facility, located at the southern end of the subject site, along <br /> Western Avenue, as well as for the former Gates property, located to the east, and Harmon Glass <br /> located further to the south/southeast of the subject site, across Western Avenue. However, other <br /> than the Fred's Transmission property, which forms the southern one-third of the subject site, there <br /> has not been a Phase I Environmental Site Assessment performed for the"city block"as a whole. <br /> The objective of the Phase I is the identification of Recognized Environmental Conditions in <br /> connection with the subject property. <br /> The proposed Phase I Environmental Site Assessment will consist of the following components: <br /> • Records Review <br /> • Site Reconnaissance <br /> • Interviews <br /> • Reporting <br /> RECORDS REVIEW <br /> The purpose of the records review is to obtain and review records that will help identify <br /> environmental concerns in connection with the subject property. As part of this phase of the <br /> project, we will attempt to obtain and review those records that are"reasonably ascertainable." <br /> For the purposes of this proposal, "reasonably ascertainable" information is defined as: (1) <br /> publicly available, (2) obtainable from its source within reasonable time and cost constraints, and <br /> (3) practically reviewable. The assessment will include a review, where available or applicable, of <br /> both Environmental and Historical sources. <br />� <br />
