Jefferson Blvd. <br /> South Bend, IN 46601 <br /> Attention: Mr. Matt Sikora <br /> RE: PROPOSAL FOR PROFESSIONAL CONSULTING SERVICES FOR THE CITY <br /> BLOCK — WESTERN AVE., TAYLOR STREET, WAYNE STREET AND <br /> WILLIAMS STREET, SOUTH BEND, INDIANA, PROPOSAL WP11-004 <br /> Dear Mr. Sikora: <br /> Wightman Petrie (WP) is pleased to submit this proposal for Professional Consulting Services to <br /> the City of South Bend, Community and Economic Development, for the proposed re- <br /> development of the city block consisting of Western Avenue to the south, Taylor Street to the <br /> west,W. Wayne Street to the north, and Williams Street to the east. <br /> The subject site is currently developed with an existing residential dwelling (double lot) and a <br /> telecommunications support building (Kentucky Data Link). All other formerly existing structures <br /> have been demolished and the properties (lots) leveled; however, the paved parking area at the <br /> northeast quadrant remains intact(former Gurley-Leep Buick/Gates Chevrolet Body Shop). <br /> Wightman Petrie has previously completed a Phase I Environmental Site Assessment of the <br /> former Fred's Transmission facility, which was formerly located at the southern third of the <br /> proposed re-development site (along Western Avenue). Results of the Phase I Site Assessment <br /> identified environmental concerns best addressed through the demolition process. It was during <br /> that demolition process that several historical heating oil UST systems were identified and <br /> removed from the ground. Such historical heating oil UST systems were likely associated with <br /> the former residential dwellings and/or businesses present prior to the construction of the Fred's <br /> Transmission building. This assumption was partially based on the demolition encountering <br /> significant volumes of rubble. <br /> We note that additional Phase I Environmental Site Assessments have also been completed for <br /> properties to the east (Gates Chevrolet) and south (Harmon Glass) of the subject site; however, <br /> other than the aforementioned Fred's Transmission property, the northern portions of the subject <br /> property, as proposed for re-development, have not been addressed by a Phase I Environmental <br /> Site Assessment.
