City of South Bend—Westem/Wayne Re-development <br /> March 1, 2011 <br /> Page 3 of 8 <br /> ENVIRONMENTAL RECORDS REVIEW <br /> The following publicly available listings will be reviewed: <br /> Standard Environmental Records Search Distance(Miles from Boundaries) <br /> Federal NPL site list 1.0 <br /> Federal CERCLIS list 0.5 <br /> Federal CERCLIS NFRAP list Property and adjoining properties <br /> Federal RCRA TSD facilities 0.5 <br /> Federal RCRA generators list Property and adjoining properties <br /> Federal CORRACTS list 1.0 <br /> Federal ERNS list Property only <br /> State Hazardous Waste Site list 1.0 <br /> (NPL or CERCLIS equivalent) <br /> State landfill and/or solid 0.5 <br /> waste disposal site lists <br /> State leaking UST list 0.5 <br /> State registered UST list Property and adjoining properties <br /> ADDITIONAL ENVIRONMENTAL RECORDS <br /> Additional state or local database listings will be reviewed as deemed appropriate. WP will review <br /> any listings for the subject site address and immediately adjacent properties within the IDEM <br /> Virtual File Cabinet, a repository of environmental related reports and correspondence submitted <br /> to IDEM. Additional file review, beyond that available through a review of the Virtual File Cabinet <br /> will necessitate a Freedom of Information Act (FOIA) submittal to the representative regulatory <br /> agency, and are not considered as part of the Phase I effort. The initiation of a Freedom of <br /> Information Request may result in an additional time delay in the completion of the Phase I report. <br /> All prior Environmental Site Assessment Reports (as previously documented) will be summarized <br /> relative to current regulatory criteria. <br /> PHYSICAL SETTING SOURCES <br /> A current United States Geological Survey (USGS) 7.5 Minute Topographic Map will be <br /> reviewed to help evaluate area topographic and surface drainage. At least one additional <br /> physical setting source will be reviewed for information on the geologic, hydrogeologic, <br /> hydrologic, or topographic characteristics of the site. <br /> HISTORICAL USE INFORMATION <br /> The purpose of consulting historical sources is to develop a history of the previous uses or <br /> occupancies of the property and surrounding area in order to identify those uses or occupancies <br /> that are likely to have led to recognized environmental conditions in connection with the subject <br /> site. Historical information gathered during the completion of prior Phase I Site Assessments will <br /> be incorporated within the discussion of the subject site. <br /> USES OF THE SUBJECT PROPERTY <br /> The prior uses of the subject properties will be identified from the present back until at least <br /> 1940 using available"standard historical resources" listed below: <br />� <br />� Aerial Photographs <br /> Fire Insurance Maps <br />� Property Tax Files <br />
