Engineer is received and all evidence is heard, and the Board of Public <br />Works finds that said petitioners constitute a majority in number of the free <br />holders residing upon said street to be improved, and that Said petition <br />Is sufficient and it is therefore considered,, and sd, ed that said improve- <br />ment be made with asphaltic concrete using Mexican.
