6`4 11 1; I <br />:. <br />REGULAR MEETING <br />FILING OF QUARTERLY INSPECTIONS OF SCRAP DEALERS <br />JUNE 8. 1981 <br />Mr. Leszczynski explained that the Board had recently adopted a <br />policy whereby quarterly inspections of current holders of scrap <br />yard licenses was required by the Fire Inspection Bureau and <br />the Neighborhood Code Enforcement Office. He advised that <br />inspections were made in accordance with the policy and the <br />following violations were found: <br />Albert Mickelson - Portion of broken fence, weeds and <br />307 West Calvert accumulation of scrap and lumber. <br />William Hubbard - Scrap and lumber stored and two old <br />1616 Prairie boats located out of fence area <br />along Prairie Avenue. <br />It was noted that the operation of William Hubbard on 1616 Prairie <br />Avenue was not licensed for 1981 and that operation of the scrap <br />facility had ceased. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the violations were referred to the Legal <br />Department for appropriate action. <br />APPROVE OPEN AIR STAND LICENSE FOR SALE OF FIREWORKS - 4615 MIAMI ST. <br />An application for an open air stand license for the sale of fire- <br />works at 4615 Miami Street at the Robert's Cleaning Center for the <br />period of June 20 to July 4, 1981, was received from James V. <br />Peacock, 15799 East Adams Road, Granger. It was noted that the <br />Bureau of Traffic and Lighting and Building Department had no <br />objection to the location of the stand in the Cleaning Center <br />parking lot. Upon a motion made by Mr. Leszczynski, seconded by <br />Mr. Hill and carried, the application was approved, subject to the <br />fulfillment of all requirements of the State Fire Marshal and the <br />South Bend Fire Department. <br />REQUEST FOR INSTALLATION OF SIGN - HEAD START (WESTERN AND SCOTT) <br />A request was received from Mr. John Reese, Director of Project <br />Head Start, for permission to erect a free standing sign at the <br />southwest corner of Western Avenue and Scott Street, for the <br />purpose of directing people to the Exhibition Classroom for <br />children, a program sponsored by Head Start. Mr. Leszczynski <br />advised that, as long as the sign was not erected in the public <br />right -of -way, the Building Department was responsible for the <br />issuance of the proper sign permit. It was noted that permission <br />had been obtained from the Housing Authority for permission to <br />erect the sign on its property at that location. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Hill and carried, the <br />request was referred to the Building Department and the Police <br />Traffic Division for appropriate action. <br />APPROVE 4TH OF JULY RACE - SPECIAL OLYMPICS <br />Ms. Mikki Dobski, Coordinator for the Ethnic Festival, advised <br />the Board that, upon the recommendation of the Bureau of Traffic <br />and Lighting, a revised route had been prepared for the 5 -mile <br />run traditionally held during the Ethnic Festival, which, this <br />year, would be sponsored by the Special Olympics. Use of the <br />Century Center parking lot had been requested from the Century <br />Center Board of Managers. The route as recommended included <br />the use of Jefferson Boulevard, St. Louis Boulevard and North <br />Side Boulevard. Upon a motion made by Mr. Kernan, seconded by <br />Mr. Hill and carried, the race was approved in accordance with <br />the above route. <br />APPROVE RESEARCH CONTRACT - COMMUNITY DEVELOPMENT <br />A contract was submitted for Board approval for the hiring of a <br />research associate for the Community Development Department, at <br />the rate of $4.00 per hour not to exceed 504 hours or $2,016.00, <br />for the purpose of assisting in various planning activities within <br />the department. Upon a motion made by Mr. Hill, seconded by Mr. <br />Leszczynski and carried, the contract was approved. <br />
