REGULAR MEETING <br />REQUEST FOR EMERGENCY DIRECTIONAL SIGN ENCROACHMENTS <br />ON PUBLIC RIGHT -OF -WAY <br />APRIL 27. 1981 <br />A request from North American Signs and Memorial Hospital for per- <br />mission to install emergency directional signs in the public right - <br />of- way (tree lawn areas) was received. A map was submitted designating <br />the areas in which the signs were proposed and a sample of the signs <br />was also presented. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the request was referred to the Bureau of <br />Traffic and Lighting, the Police Traffic Division and the Building <br />Department for review and recommendation. <br />REQUEST OF LEEPER PARK ART FAIR TO PARK CONCESSION <br />TRAILER ON RIVERSIDE DRIVE <br />A request was received from Mr, Dick Evans, Chairman of the Leeper <br />Park Art Fair, for permission to park a concession truck on Riverside <br />Drive between the duck pond and Michigan Street during the Art Fair <br />which is to be held on June 27 and 28, 1981. According to Mr. Evans' <br />request, the truck would be parked in such a way that only one side <br />would be opened for the sale of the concessions and that side would <br />face the park property so there would not be people standing in the <br />street. The Art Fair would run from 8:00 a.m. to 6:00 p.m. both days <br />and concessions would be sold during that time if approved by the <br />Board. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill <br />and carried, the request was referred to the Bureau of Traffic and <br />Lighting and the Police Traffic Division for review and recommendation. <br />APPROVE ERECTION OF TENTS - SOUTH BEND SYMPHONY ORCHESTRA ASSOCIATION <br />A request was received for permission to erect tents on the lawns at <br />201 West North Shore Drive and 129 West North Shore Drive in conjunction <br />with the Designers' Show House Project being sponsored by the South <br />Bend Symphony Orchestra Association. It was requested that a 30' x 60' <br />tent be erected at 201 West North Shore Drive for a two -day period <br />beginning May 1. <br />A 10' x 10' tent would also be erected at 129 West North Shore Drive <br />for a period beginning May 1 through May 18, 1981. The Bureau of <br />Traffic and Lighting recommended that participants obey all traffic <br />control devices and parking restrictions in the vicinity and, further, <br />that possible police pedestrian crossing protection be provided and the <br />use of "Slow" portable signs and "Crossing" portables be erected. <br />The Fire Prevention Bureau recommended the following: <br />1. Tents to be of fire retardant material. <br />2. "No Smoking" signs to be posted. <br />3. Tents must be at least 25 feet from nearest building. <br />4. No dry grass, sawdust or flammable material to be used. <br />5. Electrical work to be performed by a certified electrician. <br />6. Proper fire extinguishers to be provided. <br />7. Tents to be set up away from any power lines and /or <br />large branches. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the request was approved subject to the above restrictions of the Fire <br />Prevention Bureau and the Bureau of Traffic and Lighting, and referred <br />to the Building Department for the issuance of the appropriate permit. <br />It was noted that the required Certificate of Insurance for the event <br />was on file in the Board Office. <br />REQUEST OF INDIANA BLACK EXPO FOR PARADE <br />Ms. Diane Taylor requested permission from the Board to conduct a. <br />parade on June 6, 1981, in conjunction with the Indiana Black Expo <br />and State Miss Black Expo Pageant, starting at approximately 12:00 <br />noon and traveling two and a half miles from the Hansel Center on <br />West Washington Street to LaSalle Park. Ms. Taylor asked that <br />consideration be given to the use of Orange Street rather than <br />Linden Street as in the past since the Orange Street project was now <br />
