REGULAR MEETING <br />REJECT OFFERS FOR PURCHASE OF CITY -OWNED PROPERTIES <br />(1813 S. CARROLL AND 209 E. DAYTON) <br />JANUARY 12, 1981 <br />Mr. Kernan advised that the Board had previously established offer- <br />ing prices of $203.00 for city -owned property at 1813 S. Carroll, <br />and $368.00 for property at 209 E. Dayton. He stated that Mr. <br />Robert Hennesey, who was interested in buying the properties, had <br />submitted an offer of $10.00 for each of said lots. Mr. Kernan <br />recommended that Mr. Hennesey's offers be rejected. He suggested <br />a counter -offer of $150.00 for the Carroll Street property and <br />$250.00 for the Dayton Street property. Upon a motion made by Mr. <br />Kernan, seconded by Mr. Hill and carried, Mr. Hennesey's offers <br />were rejected, and the Clerk was instructed to advise Mr. Hennesey <br />that the city would be willing to sell the above properties for <br />the prices suggested by Mr. Kernan in order to cover appraisal <br />costs and other associated paperwork involved with the possible <br />sale of said lots. <br />APPROVE ENVIRONMENTAL CLEAN -UP OF LOTS <br />A request from the Neighborhood Code Enforcement Office was received <br />for permission to have city environmental crews clean the following <br />lots within the city: <br />ADDRESS CONDITION <br />129 N. O'Brien Garbage & trash, litter, furniture, junk <br />705 Marietta Garbage & trash open bags, .litter, <br />bed springs, lumber <br />4006 W. Ford Brush furniture <br />129 N. Jackson Garbage & trash <br />It was noted that property owners had been advised to clean up the <br />lots and had failed to comply. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the request was approved. Mr. James <br />Cronk, 702 East LaSalle Street, asked what some of the reasons were <br />for having the lots cleaned. Mr. Hill referred to the list just <br />approved by the Board, stating that many of the lots are cited for <br />garbage and trash, litter and junk. Mr. Cronk stated that, at one <br />of the recent Board meetings, certain lots were cited for weeds. <br />He felt this was unfair at this time of the year. Mr. Hill reminded <br />Mr. Cronk that, before the city can cause the lots to be cleaned, <br />the property owners must be notified and given a certain period of <br />time to clean up the property. He felt that, in many of those cases <br />where weeds were cited, the property owners had probably been notified <br />prior to November but had taken no action. <br />APPROVAL OF HANDICAPPED PARKING PERMITS <br />Mr. Leszczynski made a motion that the following new applications for <br />handicapped parking permits be approved and referred to the Deputy <br />Controller's Office for issuance, seconded by Mr. Hill and carried: <br />F. R. Nicholas Carter, M.D., 124 S. Jacob, S.B. <br />Beverly Heierman, 125 W. Marion, Apt. 205, S.B. <br />Mildred Wegner, 11324 McKinley Hwy., Osceola <br />Jane E. Moore, 1230 Fairington Cir., Apt. 219, S.B. <br />Mr. Hill then made a motion that the following renewal applications <br />for handicapped parking permits be approved and referred to the <br />Deputy Controller's Office for issuance, seconded by Mr. Leszczynski <br />and carried: <br />Herbert L.
