REGULAR MEETING
REJECT OFFERS FOR PURCHASE OF CITY -OWNED PROPERTIES
(1813 S. CARROLL AND 209 E. DAYTON)
JANUARY 12, 1981
Mr. Kernan advised that the Board had previously established offer-
ing prices of $203.00 for city -owned property at 1813 S. Carroll,
and $368.00 for property at 209 E. Dayton. He stated that Mr.
Robert Hennesey, who was interested in buying the properties, had
submitted an offer of $10.00 for each of said lots. Mr. Kernan
recommended that Mr. Hennesey's offers be rejected. He suggested
a counter -offer of $150.00 for the Carroll Street property and
$250.00 for the Dayton Street property. Upon a motion made by Mr.
Kernan, seconded by Mr. Hill and carried, Mr. Hennesey's offers
were rejected, and the Clerk was instructed to advise Mr. Hennesey
that the city would be willing to sell the above properties for
the prices suggested by Mr. Kernan in order to cover appraisal
costs and other associated paperwork involved with the possible
sale of said lots.
APPROVE ENVIRONMENTAL CLEAN -UP OF LOTS
A request from the Neighborhood Code Enforcement Office was received
for permission to have city environmental crews clean the following
lots within the city:
ADDRESS CONDITION
129 N. O'Brien Garbage & trash, litter, furniture, junk
705 Marietta Garbage & trash open bags, .litter,
bed springs, lumber
4006 W. Ford Brush furniture
129 N. Sadie Litter, junk, garbage & trash
934 Garden Automobile tires, boxes, appliances, junk
1802 S. Jackson Garbage & trash
It was noted that property owners had been advised to clean up the
lots and had failed to comply. Upon a motion made by Mr. Leszczynski,
seconded by Mr. Hill and carried, the request was approved. Mr. James
Cronk, 702 East LaSalle Street, asked what some of the reasons were
for having the lots cleaned. Mr. Hill referred to the list just
approved by the Board, stating that many of the lots are cited for
garbage and trash, litter and junk. Mr. Cronk stated that, at one
of the recent Board meetings, certain lots were cited for weeds.
He felt this was unfair at this time of the year. Mr. Hill reminded
Mr. Cronk that, before the city can cause the lots to be cleaned,
the property owners must be notified and given a certain period of
time to clean up the property. He felt that, in many of those cases
where weeds were cited, the property owners had probably been notified
prior to November but had taken no action.
APPROVAL OF HANDICAPPED PARKING PERMITS
Mr. Leszczynski made a motion that the following new applications for
handicapped parking permits be approved and referred to the Deputy
Controller's Office for issuance, seconded by Mr. Hill and carried:
F. R. Nicholas Carter, M.D., 124 S. Jacob, S.B.
Beverly Heierman, 125 W. Marion, Apt. 205, S.B.
Mildred Wegner, 11324 McKinley Hwy., Osceola
Jane E. Moore, 1230 Fairington Cir., Apt. 219, S.B.
Mr. Hill then made a motion that the following renewal applications
for handicapped parking permits be approved and referred to the
Deputy Controller's Office for issuance, seconded by Mr. Leszczynski
and carried:
Herbert L. Fritz, 2610 W. MacGregor, S.B.
Victor Ketchmark, 905 N. Elmer, S.B.
