Leszczynski, seconded by Mr. Hill and carried, <br />the agreement was approved. <br />APPROVE TOWING OF ABANDONED VEHICLES <br />Mr. Kernan advised that the Board had previously advertised to <br />receive bids for the towing and storage of abandoned vehicles and. <br />had, on December 29, 1980, received a bid from Raymond Bradford, <br />1518 Catalpa Street, South. Bend, for the towing of abandoned <br />vehicles of $30.00 per vehicle, and a bid from Steve and Gene's Auto <br />and Truck Salvage, 3109 S. Gertrude, South Bend, for the storage of <br />the abandoned vehicles of $750.00 per month. He recommended that <br />these bids be rejected by the Board. He advised that 'Kathy Barnard, <br />Director of the Neighborhood Code Enforcement Office, ',had negotiated <br />a price with Mr. Bradford of $25.00 per vehicle, except for "piggy- <br />backing" a vehicle with no wheels which would cost $30.00 per <br />vehicle. Upon a motion made by Mr. Kernan, seconded by Mr. Hill <br />and carried, the above bids received on December 29, 1980, were <br />rejected and the costs of $25.00 per vehicle and $30.00 per vehicle <br />for "piggybacking" were approved as negotiated with Mr.,Bradford. <br />APPROVE CONSULTING SERVICES OF DR. ROBERT EBEL FOR <br />POLICE PROMOTION BOARD <br />Mr. Richard Hendricks, President of the South Bend Police Promotion <br />Board, submitted a letter requesting permission to hire Dr. Robert <br />Ebel, Michigan State University, East Lansing, Michigan, on a consult - <br />ing basis to help in the development of a written test for use by the <br />Promotion Board. Mr. Robert Potvin, Safety Board Assistant, explained <br />that the promotion procedure adopted by the Board of Safety last <br />summer required that the written test be evaluated by''an expert in <br />the field of testing and grading. He stated that Dr.,Ebel had <br />been contacted regarding this work and had indicated that his fee <br />would be $35.00 per hour. Mr. Potvin asked that the Board approve <br />a maximum of $2,000.00 for the service. Upon a motion made by Mr. <br />Hill, seconded by Mr. Leszczynski and carried, authorization was <br />given to enter into a contract for professional services with Dr. <br />Robert Ebel at the rate of $35.00 per hour, not to exceed $2,000.00. <br />APPROVE ADVERTISING FOR BIDS - GASOLINE AND FUEL OIL <br />Ms. Mary Ellen Rusinek, Fiscal Officer for the Department of Public <br />Works, requested permission to advertise to receive bids for gasoline <br />and fuel oil for the city's needs for 1981. Mr. Leszczynski stated <br />that the city would be going out for bids on the same quantities as <br />in 1980; however, up to 100,000 gallons of gasohol would be added to <br />the specifications. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the request was approved with sealed bids to <br />be received by the Board on January 26th. <br />FILING OF PETITION TO VACATE ALLEY (CEDAR HEIGHTS) <br />A petition signed by two property owners was submitted for the vacation <br />of a 14 -foot alley running north from Crescent Avenue to the first <br />east -west alley, between Niles and Hill Streets, in Cedar Heights <br />Subdivision. Upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Hill and carried, the petition was referred to Community Development, <br />the Area Plan Commission and the Department of Engineering for pre- <br />liminary review and recommendation. <br />SIGNING OF TITLE SHEETS (ERSKINE MANOR, PHASE I) <br />Mr. Leszczynski stated that approval was needed for street im rove <br />ments and storm water and sanitary sewers in Erskine Manor, Phase J . <br />He advised that the Engineering Department had reviewed the title <br />sheets for the above projects and recommended they be' approved.. Upon <br />a motion made by Mr. Leszczynski., seconded by Mr. Hill and carried, <br />the title sheets were approved and signed by the Board. <br />1 <br />1 <br />
