<br />Upon a motion made by Mr. Hill, seconded by Mr. Kernan and carried,
<br />John E. Leszcz;rnski was elected as President of the Board of Public
<br />Works.
<br />MINUTES OF PREVIOUS MEETING APPROVED AND AGENDA ITEM ADDED
<br />Upon a notion made by Mr. Kernan, s,
<br />carried, the minutes of the regulate
<br />were approved as submitted. Upon a
<br />seconded by I,Ir. Kernan and carried,
<br />Columbus for a March for Life to be
<br />added to the agenda.

<br />Mr. Kernan explained that the Board, at its meeting on December 29,
<br />1980, had considered the request of the Knights of Columbus for a
<br />March for Life to be held on Sunday, January 18, 1981, starting alt,
<br />1:00 p.m., beginning at the K of C parking lot on North Michgigan
<br />Street and ending at St. Patrick's Church at 309 S. Taylor. He
<br />stated that the Board had approved -the parade subject to the use
<br />of the public sidewalks and with instructions that;ali participants
<br />obey all pedestrian traffic laws. Mr. Kernan stated that, since
<br />that time,:Mr_. Kewis McGann, Common Council President, had contacted
<br />the Mayor regarding the parade. Upon a motion made by Mr. Kernan,
<br />seconded by Mr. Hill and carried, the Board approved the parade as
<br />originally requested utilizing the city streets as incorporated in
<br />the parade route, and further that the Clerk draft a letter to Mr.
<br />McGann and request his assistance and that of the Common Council
<br />in drawing up guidelines that the Board may follow in dealing with
<br />such parade and march requests. He noted that certain expenses
<br />are incurred�byl the Police Traffic Division and the-Bureau of
<br />Traffic and Lighting concerning these activities and that guidelines
<br />had not,been drawn up because of this.
<br />APPROVE STREET SWEEPING CONTRACT FOR 1981 -.RIES EQUIPMENT COMP
<br />Mr. John Baumgartner, Manager of the Bureau of Streets, recommended
<br />the Board award the street sweeping contract for 1981 to the low
<br />hourly bidder being Ries Equipment Company, at $113.04 per hour for
<br />32 weeks at 40 hours per week,'not to exceed $144,691.20; and that
<br />optional second and third year contract prices be left open pending,
<br />proper funding. Upon a motion made by Mr. Kernan, seconded -by Mr.
<br />Hill and carried, the bid was awarded for 1981 as recommended. Mr.
<br />John Voorde, Councilman -at- Large, asked for the Board's rationale,`
<br />in approving the street sweeping contract.. Mr. Leszczynski advised
<br />him that the city was not in a position to do the work without
<br />outside help since it did not have the necessary equipment. He
<br />further.'stated that the city would need-to purchase approximately
<br />two sweepers at a cost of $50,000 to $60,000 per vehicle, plus the
<br />hiring of a: supervisor and mechanics to service -the equipment. He
<br />advised-that at:least for:this year, that would be impossible, Mr.
<br />Voorde asked if the:Board would be looking into the possibility of
<br />doing the,work in future years. °Mr. :Sean Watt, Manager of Transporta-
<br />tion, assured Mr. Voorde that the Street Department wanted to use the
<br />most cost efficient method of cleaning the streets and felt that
<br />contracting out the work was the most efficient way of operating at
<br />this time.

<br />USE OF ROAD PLOW
<br />Mr. Leszczynski advised that the city had been contacted by- Mitsubishi
<br />Corporation for the demonstration of a road plow for the 1981 winter
