REGULAR MEETING <br />JULY 21, 1980 <br />APPROVAL OF TEMPORARY PARKING ON LINCOLNWAY - POTPOURRI <br />A request was received from Marie Leddy, owner of the Potpourri <br />at 1244 Lincolnway East, for permission to allow temporary parking <br />on Lincolnway East between Miami and Ironwood on August 2 and 3, <br />1980, in conjunction with the 13th Annual Art Fair of the <br />Potpourri. Ms. Leddy advised the Board in her letter that every <br />effort is made to see that no private driveways in the area are <br />blocked by parked cars. She also indicated that Mr. Ralph .Chapin, <br />Assistant Chief of Traffic for the Indiana State Highway Commission, <br />had given approval to her request. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Hill and carried, the request to allow temporary <br />parking on Lincolnway East on August 2 and 3, 1980, was approved, <br />subject to concurrence by the State Highway Commission. <br />APPROVE OPEN AIR STAND - RIVER BEND PLAZA <br />(SALE OF BALLOONS - KENNETH MOORE) <br />The request for an Open Air Stand license on River Bend Plaza in <br />conjunction with Downtown Sidewalk Days to be held on July 24 <br />through July 26, 1980, was considered by the Board. Mr. Kenneth <br />Moore, 11022 South 25th Street, requested permission to sell <br />helium balloons on the Plaza. It was noted that the Board had <br />previously approved the sale of helium balloons by the First United <br />Methodist Day Care Center for Sidewalk Days. Upon a motion made <br />by Mr. McMahon, seconded by Mr. Kernan and carried, the application <br />was approved, subject to the filing of the required Certificate <br />of Insurance and the purchase by Mr. Moore of a vendor's license. <br />APPROVAL OF BLOCK PARTY - 1400 EAST LaSALLE <br />A favorable recommendation from the Bureau of Traffic and Lighting <br />was received concerning the request for a block party in the 1400 <br />block of East LaSalle on Sunday, July 27, 1980, from 7:30 a.m. <br />until 11:30 p.m. Upon a motion made by Mr. McMahon, seconded by <br />Mr. Hill and carried, the block party was approved. <br />APPROVAL OF VACATION BIBLE SCHOOL PARADE <br />A request from the Berean Seventh -Day Adventist Church to hold a <br />Vacation Bible School parade on July 27, 1980, beginning at <br />1:30 p.m. was recommended favorably by the Bureau of Traffic and <br />Lighting. Mr. Wadzinski recommended that the parade take place <br />on the sidewalk and allow the crossing of the children through <br />major intersections at signalized intersections. The recommended <br />route is as follows: <br />From the high -rise apartment complex on Western and <br />Taylor; cross both Western and Taylor; north along <br />the east side of Taylor to Washington; east along <br />the south side of Washington to Williams; north <br />on Williams crossing both Washington and Colfax; <br />west on the north side of Colfax to the church <br />located at 601 West Colfax. <br />Upon a motion made by Mr. McMahon, seconded by Mr. Hill and carried, <br />the parade was approved as recommended by Mr. Wadzinski. <br />DENIAL OF MARCH - MICHIANA SALT COMPANY <br />Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and Lighting, <br />recommended denial of the request of the Michiana Salt Company for <br />a march on October 11, 1980, at 1:00 p.m., from the central business <br />district to the vicinity of Cedar and St. Louis Boulevard. Accord- <br />ing to the Traffic Division of the Police Department, manpower that <br />weekend would be virtually unavailable because of the Notre Dame <br />football game. Upon a motion made by Mr. McMahon, seconded by Mr. <br />Kernan and carried, the recommendation was approved and the request <br />for the march was denied. <br />
