REGULAR MEETING <br />JUNE 16. 1980 <br />depreciation schedule. Mr. McMahon stated that Mr. Windhorst and <br />Mr. Page could feel free to contact Mr. Kernan's office and talk <br />further with him concerning their questions and concerns prior to <br />a decision being made by the Board. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, <br />the public hearing was closed and the matter was referred to the <br />Controller's Office for review and recommendation. Mr. McMahon <br />stated that the Board was hopeful of making its recommendation <br />at the next Board meeting on June 23, 1980. <br />PUBLIC HEARING - INTENDED USE OF REVENUE SHARING FUNDS <br />This was the date set for holding a public hearing on the proposed <br />use of revenue sharing funds in the amount of $5,000.00 during the <br />calendar year 1980. The Clerk tendered proofs of publication of <br />notice in the South Bend Tribune and the Tri- County News which <br />were found to be sufficient. Mr. McMahon noted that this was the <br />public hearing on the proposed use of revenue sharing funds as <br />follows: <br />Ethnic Festival Fireworks $5,000.00 <br />In accordance with the guidelines adopted for such use of revenue <br />sharing funds, information about this public hearing was forwarded <br />to the following senior citizen groups with the request that the <br />notice be posted: Foster Grandparents, Hansel Neighborhood Center, <br />REAL Services, Retired Senior Volunteer Program and Senior Citizens <br />Group of LaSalle Park. There was no one present to speak against <br />the proposed expenditure. Upon a motion made by Mr. McMahon, <br />seconded by Mr. Kernan and carried, the public hearing was closed <br />and the Clerk was instructed to forward the minutes of this public <br />hearing to the Controller's Office and the City Clerk. <br />Mr. Kernan announced that the administration had looked for public <br />participation in the hopes of raising additional funds for the <br />fireworks display. He stated that, as of this date, $765 had <br />been raised from public contributions, and the First Bank and <br />Trust Company had offered to contribute 10% of every dollar raised. <br />Mr. Kernan indicated that he was hopeful that the city would be <br />able to spend $7,000 on the fireworks display if $2,000 could be <br />raised from contributions and donations. <br />APPROVE INSTALLATION OF CARILLON CHIMES - ST. JOSEPH BANK BUILDING <br />Mr. McMahon stated that the St. Joseph Bank and Trust Company had <br />requested permission to install carillon chimes on the roof of <br />the St. Joseph Bank Building, and, in accordance with Ordinance <br />No. 6771 -80, the Board of Public Works was given the review and <br />approval powers for allowing for the playing of certain non - commercial <br />music in public places. He felt the Board should adopt certain <br />guidelines to assist in this review process, and he recommended <br />the following: <br />1. That the Board consider requests for music played on <br />carillons only; <br />2. That the installation of a carillon unit be considered <br />only in those areas which are not presently served by <br />such a musical unit; <br />3. That the operator of such a unit must be capable of <br />programming or altering said unit so as to avoid <br />interference with: <br />a.
