That the Board only consider requests for installations <br />in areas which are-deemed by.`the Board to be predomi- <br />nately non - residential in nature. <br />Mr. McMahon stated that his recommendations would not, of course, <br />list all the considerations which may be deemed pertinent to each <br />individual permit application. Mr. Roland Kelly, Director of <br />Marketing of St. Joseph Bank and Trust Company, stated that he had <br />no objections to the guidelines as proposed by Mr. McMahon. Upon <br />a motion made by Mr. Hill, seconded by Mr. Kernan and carried, the <br />recommendations of Mr. McMahon were adopted. <br />Upon a motion made by Mr. McMahon, seconded by Mr. Hill and carried, <br />approval was granted to the St. Joseph Bank and Trust Company for <br />installation of the carillon chimes in accordance with its request, <br />and the matter was referred to the Deputy Controller's Office for <br />issuance of the proper permit. <br />PRESENTATION OF CUBS TICKETS TO SPRING CLEAN -UP WINNING TEAM <br />Mr. Kernan presented to Ed Nowak 14 tickets to a Cubs baseball game <br />for his team's efforts in hauling the most trash in the spring <br />clean -up program which had been conducted in April. Mr. Kernan <br />stated that the Mayor had issued a challenge to other departments <br />and the Board of Works crew had hauled 39 truckloads on Tuesday <br />of that week; however, the contest had run the entire week and <br />on Thursday, Ed Nowak and Herb Smith and the other members of the <br />team had successfully hauled 42 loads. The tickets had been <br />purchased by officials in the administration and gasoline would <br />also be furnished to the group going to Chicago for the game. Mr. <br />Kernan emphasized that no public funds would be used. <br />APPROVE CLOSING OF OLIVE STREET PUMPING STATION <br />Mr. John Leszczynski, Director of Utilities, informed the Board of <br />recent odor problems being experienced in Well No. 4 at the Olive <br />Street Pumping Station. He stated that in March of this year, his <br />office began receiving customer complaints of certain chemical odors. <br />Upon investigation, most often the odor had dissipated by the time <br />employees responded. At times when the odor could be _detected, <br />adjacent services were sampled and monitored in an effort to isolate <br />the possible source. Mr. Leszczynski stated that it was not until <br />late April that the odor or contaminant was found to be present in <br />enough samples that sufficient data could be collected directing <br />personnel to the Olive Street Station, and Well No. 4 particularly. <br />He indicated that the alcohol -like odor appeared to be isolated to <br />Well No. 4 only and it was immediately removed from operation on <br />April 29, 1980. It had been determined that there was some foreign <br />substance present in Well No. 4. In subsequent testing, it was found <br />that the contaminant could be derived from dry cleaning fluid or <br />degreasing solvents; however, the report lacked quantitative data <br />and this has not been confirmed. Mr. Leszczynski informed the Board <br />that, despite the fact that there are no current standards addressing <br />contaminants of this type and despite the fact that he had not yet <br />received any quantitative information to establish that the concentra- <br />tion of the contaminant exceeds the preliminary standards, he took <br />the precaution on June 13, 1980, of closing down the entire Olive <br />Street well field. He stated that he had no reason to believe that <br />the other five wells at Olive Street have been or will be affected <br />by this contaminant and that an analysis of those wells indicates <br />that they have not; however, he requested that the Board confirm <br />his order that the wells remain closed until the detailed testing <br />which is currently underway be completed and his original finding <br />of no contamination be confirmed.
