I 357 REGULAR MEETING JANUARY 8, 1979 the Hurwich Iron Company, noting that the company will have the scrap pile removed over the next several months. Mr. Masters suggested that the Board might want to consider amendments to the ordinance in view of public concern for the environmental and aesthetic condition of the neighborhoods in the vicinity of junk yards. He noted that the present ordinance does not require property along railroad sidings to be fenced and does not prohibit the piling of scrap above the height of fences. He suggested that if an amendment covering these items is contemplated, it should be enacted early in the year, with the effective date delayed until January 1, 1980 to provide sufficient time for any affected business to comply with the requirement for renewal of its' next annual license. Mr. McMahon asked Mr. Masters if the Board has the authority to revoke a license if a yard in compliance in January should be found to be in violation later in the year. Mr. Masters noted that the Municipal Code, Section 1 -18, provides for revocation of a City license following notice and hearing. Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, the report was ordered filed. FILING OF PETITION TO VACATE ALLEY, EAST OF NOTRE DAME AVENUE John H. Peddycord files a petition to vacate the east -west alley from Notre Dame Avenue to the east right -of -way line of a north -south alley located between St. Peter and Notre Dame Avenue. Upon motion made by Mr. McMahon, seconded by Mr.- Brunner and carried, the petition was filed and referred to the Engineering Department, the Area Plan Commission and the Department of Redevelopment for review and recommendation. HANDICAPPED PARKING PERMIT APPROVED Jack L. Benedict, 1021 Canterbury Drive, submitted application for a 1979 Handicapped Parking Permit. Attached was a doctor's statement of disability. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the application was approved and referred to the Controller's Office for issuance of the permit. FILING OF FINAL PAYMENT SUMMARY FOR CENTURY CENTER Patrick M. McMahon, Director of Public Works, submitted to the Board the final payment summary for Century Center contracts. The summary indicated total payments from the Civil City of South Bend of $7,234,941.96. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the payment summary was filed. CERTIFICATE OF INSURANCE FILED A Certificate of Insurance for The Hickey Company was submitted to the Board. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the Certificate was ordered filed. TITLE SHEET APPROVED - SCOTTSDALE ADDITION, SECTION I The Title Sheet approving the plans for Street, Sewer and Storm Sewer Construction in Scottsdale Addition, Section I was submitted to the Board. The plans have been reviewed and approved by the Department of Public Works and the project involves work on Greenock Street, Greenock Court, Brora Drive and Calloway Court. Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, the Board signed the title sheet approving the plans.
