332 REGULAR MEETING F. W. Means Company South Bend, Indiana DECEMBER 11, 1978 Bid was signed by Robert Klimek, non - collusion affidavit was in order and a 10% bid bond was submitted. Bid - Group I $1.90 per week - $782.80 Group II 5.00 per week - 40.00 Group III 1.05 per week - 44.10 Group IV 1.05 per week - 8.40 Group V 6.05 per week - 48.40 Group V 3.65 per week - 7.30 Total Cost 104 Weeks - $96,824.00 Model Coverall Company - Deputy City Attorney Terry A. Crone advised the Board that the bid was submitted with no bid bond or certified check as required by State law and printed in the Notice to Bidders. Mr. Crone recommended that the bid be rejected. Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, the bid of Model Coverall Company was rejected as being non- responsive to the bid invitation because no bid security was submitted. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the bids were referred to the City Controller's Office for review and recommendation. OPENING OF BIDS - HOME LOCKS FOR THE ELDERLY This was the date set for receiving bids for Home Locks for the Elderly. The Clerk tendered proofs of publication of notice in the South Bend Tribune and in the Tri- County News which were found to be sufficient. The following bids were opened and publicly read: Seifer Safe and Lock Service Bid was signed by George Siefer, South Bend, Indiana non - collusion affidavit was in order and a certified check was submitted with the bid. Bid - Kwikset #885 Double Cylinder Deadlock $17.45 each 8.00 installation Falcon D370S $16.00 each 7.00 installation Dexter 4209 $16.50 each 7.00 installation Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the bid was referred to the Police Department for review and recommendation. PUBLIC HEARING - PROPOSED USE OF REVENUE SHARING FUNDS This was the date set for holding a public hearing on the proposed use of revenue sharing funds in the amount of $1,873,282.00 for the calendar year 1979. The Clerk tendered proofs of publication of notice in the South Bend Tribune and the Tri- County News which were found to be sufficient.. Mr. McMahon noted that this was the public hearing on the proposed use of funds. In accordance with the guidelines adopted for such use of revenue sharing funds,, information about this public hearing was forwarded to the following senior citizen groups with the request that the notice be posted: Foster Grandparents, Hansel Neighborhood Center, REAL Services, Retired Senior Volunteer program and Senior Citizens Group of LaSalle Park.
