317 <br />REGULAR MEETING NOVEMBER 20, 1978 <br />LEASE FOR STORAGE SPACE FOR DISCOVERY HALL APPROVED <br />Richard Welch, Director of Discovery Hall, submitted to the Board <br />a lease agreement between the City of South Bend and South Bend <br />Commercial Properties covering 7800 square feet of storage space <br />at 1408 Elwood Avenue for Discovery Hall. The total cost of the <br />lease is $9,240 for the period December 1, 1978 through November <br />30, 1979. Mr. Welch noted there is money available in the 1978 <br />budget for the first two months rent. It will be necessary to seek <br />Common Council approval of an appropriation for the balance of the <br />lease period. Upon motion made by Mr. McMahon, seconded by Mr. <br />Brunner and carried, the lease was approved subject to approval of <br />the funding. <br />APPROVAL OF CONTRACT WITH DAVID M. GRIFFITH AND ASSOCIATES <br />City Controller Peter H. Mullen submitted to the Board a proposed <br />contract between the City of South Bend and David M. Griffith <br />and Associates, Ltd. for professional services in providing a study <br />to determine a cost allocation of the Community Development and CETA <br />programs. Mr. Mullen explained that the study will determine whether <br />the City can recover funds expended in the past for projects under <br />these programs. Maximum sum of the contract is $12,000, which is to <br />be paid from recoveries from the federal programs. Recoveries due <br />soley to their cost allocation study will be shared equally by the <br />City and Griffith and Associates until the maximum sum of $12,000 <br />has been paid. All additional monies over the $12,000 recovered will <br />be paid to the City. Mr. Mullen noted that a local C.P.A. firm <br />proposed a study of only one of the agencies for $25,000. Upon motion <br />made by Mr. McMahon, seconded by Mr. Mullen and carried, the contract <br />was approved. <br />REQUEST TO ADVERTISE FOR BIDS FOR GASOLINE AND FUEL OIL APPROVED <br />Joseph F. Nagy, Fiscal Officer for the Department of Public Works:, <br />submitted to the Board a request to advertise for bids for the City's <br />gasoline and fuel oil needs for 1979. Specifications are being <br />prepared at this time. Upon motion made by Mr. McMahon., seconded <br />by Mr. Mullen and carried, the request was approved and sealed bids <br />are to be received on December 4. <br />RESOLUTION OF INDIANA STATE HIGHWAY COMMISSION FILED <br />The Board received notification from the Indiana State Highway <br />Commission of adoption of the following resolution: <br />"Parking shall be restricted on US 31 -33 (Michigan Street) <br />in the City of South Bend, St. Joseph County, as follows: <br />No parking or stopping anytime - on the east side of <br />US 31 -33 (Michigan Street) from a point 175 feet south <br />of Bartlett Street to a point 150 feet north of Bartlett <br />Street, a distance of approximately 325 feet. if <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the notification was filed and referred to the Bureau of Traffic <br />and Lighting. <br />FILING OF PETITION TO'VACATE ALLEY BETWEEN LAFAYETTE AND FRANKLIN <br />James H. Lahey files a petition to vacate the north -south alley. <br />between Lafayette and Franklin, running south from Broadway to the <br />railroad right -of- way. Mr. Lahey is the owner of the property <br />abutting the proposed vacated alley. Upon motion made by Mr. <br />McMahon, seconded by Mr. Brunner and carried, the petition was filed <br />and referred to the Department of Engineering and the Area Plan <br />Commission for review and recommendation. <br />
