316 <br />REGUJ 1AR MEETING <br />IMPROVEMENT RESOLUTION NO. 3464 RESCINDED <br />NOVEMBER 20, 1978 <br />Action on Improvement Resolution No. 3464 for the construction <br />of sanitary sewers on Riverside Drive and Riverside Place was <br />tabled for a review of the remonstrance petition filed and to <br />allow affected property owners to make their views known to the <br />Board. The Bureau of Design and Administration submitted a report <br />to the Board indicating that less than fifty per cent of the <br />property owners are in favor of the proposal based on the remonstrance <br />petition filed. The report noted that the residents would be <br />required to absorb approximately one -third of the total cost of the <br />system under this proposal and this is the second time the <br />matter has been proposed by the Board and rejected by the property <br />owners. It is the opinion of the Bureau of Design and Administration <br />that sewers will be required in this area due to the high water <br />table and density of development. It was recommended that this <br />Board suggest to its successors that future City funds not be <br />committed to this project or the lift station..required because the <br />residents who remonstrated against the project were aware of the <br />implications of their decision. Upon motion made by Mr. McMahon, <br />seconded by Mr. Mullen and carried, the recommendation was approved <br />and Improvement Resolution No. 3464 was rescinded and the improvement <br />will not be made. <br />APPROVAL OF CONTRACT FOR CONSULTANT FOR POLICE MERIT SYSTEM <br />John Cimino, Coordinator of the Police Merit Promotional System, <br />submitted to the Board a contract with Wyvern Research Associates <br />for providing services for the Performance Evaluations in the <br />Police Department. Mr. Mullen noted that funding for the contract <br />was provided through revenue sharing earlier this year. The <br />contract has been reviewed by Deputy City Attorney Terry Crone. <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, <br />the contract was approved. <br />CONTRACT FOR LOCKS FOR ELDERLY AND BID ADVERTISING APPROVED <br />John Cimino, Director of the Criminal Justice Planning Bureau, <br />submitted to the Board a contract with R.E.A.L. Services to provide <br />home locks for the elderly. The project originated through Sgt. <br />Joel Wolvos of the South Bend Crime Prevention Bureau and R.E.A.L. <br />Services has received Title III funds to continue the project to <br />provide the service for persons at least sixty years of age and <br />with an income of less than $5,000. Lester Fox, R.E.A.L. Services <br />was present as was Sgt. Wolvos. Mr. Fox said his agency has the <br />highest regard for Sgt. Wolvos and the program. Specifications <br />for bids for the locks were also submitted to the Board with the <br />request that bids be sought. Upon motion made by Mr. McMahon, <br />seconded by Mr. Mullen and carried, the contract with R.E.A.L. <br />services was approved and the Board authorized advertising for bids <br />with sealed bids to be received on December 11, 1978. <br />AMEMDMEN.TS TO TEAMSTERS CONTRACTS APPROVED <br />Jean Jarvis, Personnel Director, was present as was Michael <br />Lawrence, Business Agent for Teamsters Local No. 364. Ms. Jarvis <br />submitted to the Board modifications to the present Teamster <br />contracts. The modifications include split wage increases to <br />take effect 1/1/79, 7/1/79, 1/1/8.0 and 7/1/80 and also include <br />an increase in vacation time. Upon motion made by Mr. McMahon, <br />seconded by Mr. Brunner and carried, the modifications to.-.the <br />Teamster Contracts were approved. <br />11 <br />
