28 `7 <br />REGULAR MEETING <br />OCTOBER 23, 1978 <br />PUBLIC HEARING ON ASSESSMENT ROLL, VACATION RESOLUTION NO. 3462 <br />This being the date set, hearing was held on the Assessment Roll <br />with respect to Vacation Resolution No. 3462 for the vacation of <br />the alley running south from Lincolnway West, between Walnut and <br />Diamond, to the first east -west alley, a distance of 120 feet. <br />The Clerk tendered proofs of publication of notice in the South <br />Bend Tribune and the Tri- County News which were found to be <br />sufficient. Mr. McMahon noted that this was the public hearing. <br />There was no one present who wished to speak on the matter and no <br />written remonstrances were filed with the Board. Upon motion made <br />by Mr. McMahon, seconded by Mr. Mullen and carried, the Assessment <br />Roll showing $0.00 net damages and $0.00 net benefits was approved <br />and said resolution is in all things ratified and confirmed and said <br />proceedings closed. <br />BID ACCEPTANCE TABLED - POLICE RADIOS <br />The Board received the following letter from Chief Michael Borkowski: <br />"The Bureau of Communications and the Police Department have <br />reviewed the bids received by the Board. Those bids were received <br />October 16, 1978. We are prepared to recommend the bid of <br />Meade Electric as the best bid although not the lowest. <br />The Motorola bid was in two parts, one being considered too <br />high in cost and the lower bid was considered to not meet the <br />specifications primarily because of not having the twist -off <br />battery requested in the specifications. <br />The RCA bid meets specifications and is lower priced than the <br />GE equipment we are recommending. The Bureau of Communications <br />reports poor frequency rejection on the RCA TacTec portable <br />which would cause some serious communications problems. That <br />problem has been cleared up according to the salesman but the <br />Bureau of Communications has not been satisfied. Also, the <br />added cost of test equipment and parts for repair of the <br />equipment was considered as a negative feature. To further <br />complicate the RCA bid it was felt that more training of <br />technicians would be needed. Finally, the problem of the RCA <br />radio not being compatible with existing in -car chargers. We <br />did consider the ad:visibility of using the RCA in selected <br />assigned areas which would require the purchase of a similar <br />number of desk chargers and extra batteries. We may seriously <br />want to do that at a future date if the Bureau of Communications <br />is then satisfied about the frequency rejection problem being <br />resolved. <br />That leaves us with the GE portables bid by Meade Electric. They <br />are considered to be excellent in design and workmanship, meet <br />the specifications, are familiar to the technicians and have <br />spare parts on hand as well as being completely compatible <br />with the present system. <br />There seems to be a' conflit of opinion between the vendors not <br />recommended and us.
