This would have resulted in a savings of <br />about $5000 over a three -year period in the Indiana Bell bid and <br />the other bids were reviewed with the assumption they would have to <br />pay that cost. Mr. Brunner asked if this assumption would have had <br />the result of making Indiana Bell other than the low bidder and <br />Mr. Kelzenberg said it would. Mr. McMahon said the City had the <br />right to rescind the bid and would be responsible only for costs <br />incurred up to the time the bid was rescinded. - When he was asked, <br />the Indiana Bell representative responded that there were no costs <br />incurred. Mr. McMahon said had Indiana Bell called any problems <br />to the attention of the Board, they would.have attempted to resolve <br />them. This matter has now been delayed for two weeks and he now <br />suggested that the bids be opened. <br />Executone Bid was signed by J. M. Currey, non- <br />Mishawaka, Indiana collusion affidavit was in order and a <br />certified check was submitted with the bid. <br />Bid - Executone Key'System - Rotary - $18,004.00 <br />Executone System - Touchtone - $19,120.00 <br />KLF Electronics Bid was signed by Thomas Stachowiecz, <br />Elkhart, Indiana non- collusion affidavit was in order <br />and a 10% bid bond was submitted. <br />Bid - $20,500.00 <br />ITT Terryphone Bid was signed by Thomas J. Kane, <br />non- collusion affidavit was in order <br />and a 10% bid bond was submitted. <br />Bid $24,979.00 <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and carried, <br />the bids were referred to the City Controller and the Bureau of <br />Employment and Training for review and recommendation. <br />NOTICE OF SPECIAL MEETING <br />Mr. McMahon.announced that a special meeting of the Board of Public <br />Works would be held on Wednesday, October 25, 1978 at 2:00 p.m. to <br />consider a recommendation to award the bid for the CETA telephone <br />system. <br />PUBLIC HEARING - REVENUE SHARING FEND REQUEST - FOR POLICE VEHICLES <br />This was the date set for holding a hearing on a request for <br />revenue- sharing.funds for the purchase of police vehicles. The <br />Clerk tendered proofs of publication of notice in the South Bend <br />Tribune and the Tri- County News which were found to be sufficient.' <br />In accordance with the guidelines adopted for such revenue sharing <br />requests, information about this public hearing was forwarded to <br />the following senior citizen groups with the request that the notice <br />be published for the members: Foster Grandparents, Hansel <br />Neighborhood Center, R.E.A.L. Services, Retired Senior Volunteer <br />Program and Senior Citizens' Group of LaSalle. Park. There were no. <br />citizens present who wished to speak on the matter and no written <br />comments were filed with the Board. Mr. Mullen noted that this <br />request is for 1979 revenue sharing funds and it is anticipated <br />the request will go to the Council early in January. Upon motion <br />made by Mr. McMahon, seconded by Mr. Brunner and carried, the public <br />hearing was closed and information will be transmitted to the <br />Controller's Office and the Common Council along with the minutes <br />of this public hearing. <br />
