236 <br />REGULAR MEETING <br />AUGUST 28, 1978 <br />NOTIFICATION OF REMOVAL OF SIGNAGE ON FRANKLIN STREET <br />The Bureau of Traffic and Lighting advised the Board that, in <br />conjunction with the vacation of Franklin Street, between <br />Wayne and Western, the two -hour parking zone and no parking <br />zone on the street will be removed. Street names signs have <br />also been removed but stop signs will remain as a protection <br />for motorists coming from a private driveway to a public roadway. <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and <br />carried, the report of removal of signage was approved. <br />CLAIMS APPROVED <br />Michael L. Vance, Deputy City Controller, submitted to the Board <br />Claim Docket Numbers 16277 through 16860 ;and recommended approval. <br />Upon motion made by Mr. McMahon,-seconded by Mr. Brunner and <br />carried, the Board approved Claim Docket Numbers.16277- through <br />16860 and directed that checks for payment be issued. <br />CERTIFICATES OF INSURANCE FILED <br />Certificates of Insurance were submitted to the Board on behalf <br />of LaFree Excavating Company and the Mental Health Center, 403 <br />E. Madison. Upon motion made by Mr. McMahon, seconded by Mr. <br />Brunner and carried, the certificates were ordered filed. <br />RIVER BEND PLAZA APPLICATION APPROVED <br />Mikki Dobski, Director of River Bend Plaza, submitted to the <br />Board an application to conduct a Health Fair on the Plaza on <br />September 21 from 10:00 a.m, to 6:00 p.m. The affair will be <br />held in the Robertson's Block and will be display booths only. <br />Upon motion made by Mr. McMahon, seconded by Mr. Mullen and <br />carried, the application was approved. <br />RIVER BEND PLAZA APPLICATION DENIED <br />Mikki Dobski, Director of River Bend Plaza, submitted to the <br />Board the application of Thomas Phillips, 830 Portage Avenue, <br />to operate a booth on River Bend Plaza from now through October <br />31, twice weekly, for the sale of blue jeans. The Board <br />discussed the operation and past policy for Plaza activities. <br />Mr. McMahon noted that he was in favor of food booths and other <br />related activities on the Plaza as people activities but did . <br />not think the purpose of the booths was to operate a merchandising <br />operation. In the past, such activity has been allowed for <br />special one and two -day occasions and then only by the downtown <br />merchants. These merchants pay taxes and have contributed funds <br />to support activities on the Plaza. Mr. McMahon made a motion <br />to deny the application. Mr. Brunner seconded the motion and it <br />carried. <br />STREET LIGHT OUTAGE REPORT FILED <br />The Street Light Outage Report for the period August 15 through <br />23 was submitted to the Board. The report indicated ninety -four <br />outages. Upon motion made by Mr. McMahon, seconded by Mr. <br />Brunner and carried, the report was ordered filed. <br />F� <br />1 <br />
