195 <br />REGULAR MEETING <br />JULY 17, 1978 <br />reported to the Board that he.had reviewed the request to <br />close the 900 block Victoria Street on July 23 from 11:00 a.m. <br />to 10:00 p.m, for a Block Party. He noted that the 800 and <br />900 blocks are combined in one city block and that the signatures <br />on the request are all from residents of the 900 block. He <br />recommended closing the 900 block only, leaving the north -south <br />alleys open to traffic. Upon motion made by Mr. McMahon, seconded <br />by Mr. Brunner and carried, the Board approved the recommendation. <br />REQUEST FOR FOUR -WAY STOP AT HURON AND PULASKI TABLED <br />The following report was submitted to the Board: <br />"This Bureau in conformance with the Indiana Manual of <br />Uniform Traffic Controls and Devices, has reviewed the <br />request from Councilman Szymkowiak for the installation <br />of a 4 -way stop at Pulaski and Huron Streets. <br />In reviewing the existing information on file, the following <br />results are presented for the Board's information: <br />Item 1. Traffic volumes on streets such as Pulaski are <br />in the range of 800 to 900 cars per day as <br />revealed from traffic counts taken in 1977 in the <br />area. Likewise, under similar circumstances, <br />the traffic volume on Huron Street appears to <br />be between 1,110 vehicles per day. Minimum volumes <br />called for by the Indiana Manual are 500 vehicles <br />in the intersection per hour, suggesting a combined <br />traffic count of over 5,000 vehicles per day. <br />Item 2. Since 1973, to date, there have been 5 accidents <br />reported in this 52 year period. Two of the accidents <br />occurred on snow and ice- covered pavements; one, <br />according to the accident report, involved a drinking <br />driver and the remaining two occurred during daylight <br />hours and on dry pavement conditions. The Indiana <br />Manual indicates a series of five accidents of the <br />types susceptible to correction during a one year <br />period as a condition for warranting a multi -way <br />stop. <br />Item 3. On the attached map section, the traffic signals <br />and four -way stops are indicated. Likewise indicated, <br />are the locations of all other stop and /or yield <br />controls and which streets have been established <br />as the preferential street.- Please note that Huron <br />Street, while the preferential street from Olive to <br />Kosciusko, is controlled by a stop sign at Kosciusko. <br />Further note that Ford Street, which carries <br />approximately twice the volume as Huron Street, likewise <br />is indicated as the preferential thru street with <br />4 -way stops located at Olive and at Walnut Street, <br />both arterial /collectors. (Both Huron and Pulaski <br />Street are 30' wide) . <br />Item 4. Huron Street, a residential street, is not posted <br />with speed limit signs. By State Law, its speed <br />limit is 30 MPH. This Bureau, with aid sought <br />from the Traffic Division, will monitor the speed <br />on Huron Street between Kosciusko and Olive to <br />determine excessive violations of or variations <br />from the normal speed limits. <br />
