El <br />REGULAR MEETING <br />PETITION TO KEEP PARKING ON WEST POLAND STREET FILED <br />JANUARY 3, 1978 <br />The Board received a petition with 26 signatures from residents of the 1300 <br />block W. Poland Street requesting that parking not be taken off their street <br />because of the limited amount of off - street parking. Mr. McMahon noted that <br />Councilman Walter Kopczynski had submitted a request to remove parking on <br />one side. That request was reviewed by the Bureau of Traffic and Lighting and <br />they recommended that parking not be removed unless residents petitioned the <br />Board for the removal because of the parking problem. Mr. McMahon also noted <br />that there has been some indication another petition for parking removal will <br />be filed with the Board. The Bureau of Traffic and Lighting is preparing a <br />map showing the location of homeowners who signed the petition asking that <br />parking be retained. Upon motion made by Mr. McMahon, seconded by Mr. Brunner <br />and carried, the petition was filed and action tabled until additional information <br />is submitted by the Bureau of Traffic and Lighting and /or additional petitions <br />are received. Mr. McMahon then noted that the petition also contains a request <br />for a street light between 1338 and 1341 W. Poland Street. Upon motion made by <br />Mr. McMahon, seconded by Mr. Brunner and carried, the request was referred to <br />the Bureau of Traffic and Lighting for review and recommendation. <br />AGREEMENT WITH STATE HIGHWAY COMMISSION RE: LOGAN- HICKORY IMPROVEMENTS APPROVED <br />Patrick McMahon, Director of Public Works, submitted to the Board an agreement with <br />the Indiana State Highway Commission covering preliminary engineering for <br />improvements to Logan- Hickory, between the Grand Trunk Railroad and Bulla. The <br />City of South Bend and the City of Mishawaka entered into an agreement some time <br />ago to jointly participate in this project, which will be funded seventy per cent <br />from federal funds administered by the State and thirty per cent divided between <br />South Bend and Mishawaka. The project will include four lane widening, with a fifth <br />turning lane but completion will be some years in the future because of the need <br />to file preliminary plans and funding requests for federal funds in advance. <br />Signalization of the intersection will be accomplished before the widening project. <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the agreement <br />was approved and will be transmitted to the Indiana State Highway Commission for <br />execution by state officials. <br />QUARTERLY REPORT FILED AND PAYMENT REQUEST APPROVED - Y.W.C.A. <br />In compliance with the contract between the City of South Bendand the Y.W.C.A., <br />the report of services rendered for the quarter ending December 30, 1977 was <br />submitted to the Board along with a request for a quarterly payment. Total amount <br />of the contract is $30,000. Upon motion made by Mr. McMahon, seconded by Mr. <br />Mullen and carried, the report was filed and the Controller's Office will be <br />directed to issue the quarterly payment. <br />CERTIFICATE OF INSURANCE FILED - THE HICKEY COMPANY <br />A Certificate of Insurance covering operations of The Hickey Company in the City <br />of South Bend was submitted to the Board. The certificate is in the amount <br />of liability required by the City. Upon motion made by Mr. McMahon, seconded <br />by Mr. Brunner and carried, the certificate was ordered filed. <br />TRAFFIC CONTROL DEVICES APPROVED <br />Ralph J. Wadzinski, Manager of the Bureau of Traffic and Lighting, recommended <br />to the Board the following traffic control devices: <br />A. Install No Parking on the east side of Magnolia from Prairie Avenue North <br />approximately 170', to allow for turns at the intersection. Upon motion <br />made by Mr. McMahon, seconded by Mr. Brunner and carried, the installation <br />was approved. <br />3 <br />
